POSITION PURPOSE:
Ensures financial and programmatic compliance for selected departments or divisions within the Wake County Public School System (WCPSS).
Understands, interprets, and applies specific rules and regulations governing the processing
of fiscal documents, maintenance of financial records, and preparation of fiscal reports.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Extensive knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;
Extensive knowledge of federal, state, and local budgeting and finance requirements;
Considerable knowledge of Microsoft Office, specifically Microsoft Word and Excel; Google Apps;
Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
Ability to perform complex accounting functions, analysis, and office operational procedures;
Ability to establish and maintain effective working relationships with school system staff, staff members of external funding agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
Bachelor's degree in accounting, business, or related field; AND
Two years of professional experience in accounting, budgeting, or related area.
An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties of the position may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
None
PREFERRED QUALIFICATIONS:
Experience using Oracle business applications;
Knowledge of public-school accounting procedures and systems;
Experience with Audit Command Language (ACL) or other data mining tools.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Prepares periodic financial and budgetary reports and analyses for departmental use and for distribution both within WCPSS and external funding agencies.
Oversees and expedites the preparation and processing of contracts and financial transactions, including any required bids.
Assists in the formulation and administration of policies and procedures for the accounting and auditing functions within departments and/or divisions.
Monitors finance and budget deadlines, works with appropriate staff to prepare for deadlines and to close out the fiscal year.
Evaluates contracts and payroll costs within departments and/or divisions to make recommendations for increased fiscal efficiency.
Monitors grant funding, spending cycle timelines, and reviews project amendments to ensure compliance with Education Department General Administrative Regulations (EDGAR) regulations.
Assists in the development of future budgets and reviews business cases for fiscal accuracy.
Provides training to departmental staff on fiscal processes, as needed.
Meets regularly with department leadership to report and discuss current departmental financial status and to provide input for planning based on identified trends and/or changes over time.
Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This position operates in a professional office environment and has a noise level of mostly low to moderate.
This role routinely uses standard office equipment such as computers, scanners, and copiers.
The position, at times, must be able to come into direct contact with school system staff, staff members of external agencies, and the community.
Work is considered light physical work, requiring the exertion of up to ten pounds of force.
