Job Description The City of Raleigh is seeking a devoted Fiscal Specialist Senior who is a member of the Business and Strategy Management section within the Administration division in the Planning and Development Department.
The Fiscal Specialist Senior provides support for the department’s fiscal oversight accountability, and procurement activities.
This role will be responsible for some fiscal-related systems and will work with both the Fiscal Supervisor and Fiscal Analyst who advises and offers guidance and support to the Assistant Directors and Director for Planning and Development.
This role focuses more on using data analytics and assisting the Fiscal Analyst in performing analysis, reviews, and audits of financial information to ensure accuracy and compliance with applicable policies, procedures, regulations, and requirements in addition to providing summary reports and recommendations based on findings.
Duties and Responsibilities Performs audits of fiscal-related transactions and information which may include: procurement card statement and transactions; invoicing and accounts payable data; fixed asset data; fuel card purchases; accounts receivable/billing data; reimbursements; contracts; and inventory-related data; performs reconciliations and resolves discrepancies; prepares adjusting journal entries.
Prepares, updates and maintains spreadsheets, databases, financial system information, and reports; collects, compiles and reviews data and documents; identifies data issues and recommends resolutions.
Responds to internal and external customer inquiries; provides guidance and assistance with policies, procedures and processes of assigned area; performs account research and provides summary information; resolves issues or refers advanced issues to appropriate resource.
Assists in performing analysis of data in support of special projects; compiles data and assists with budget preparation and projections; project budget management and tracking.
Processing financial reports related to grant funding; processing and verifying personnel action forms.
Generating manual checks as required.
Preparing requisitions and processing new hire information; preparing and submitting worker compensation claim forms.
Maintaining division vendor contracts and preparing new contracts or amendments for approval.
Coordinating the requisition, distribution, setup and tracking of wireless devices.
Researching issues affecting policy development and municipal operations.
Performs other duties of a similar nature and level as assigned.
Typical Qualifications Education and Experience Associate degree in accounting or business administration and two years of paraprofessional accounting experience, preferably in area of assignment.
OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

ADA and Other Requirements: Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.
Sedentary work involves sitting most of the time.
Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Working Conditions: Work is routinely performed in an indoor, office environment.
