General Description The Orange County Health Department has an opening for an Accounting Technician II.
The work is primarily responsible for ensuring financial operations in the Health Department, meeting Federal and State guidelines for internal controls and audit purposes, managing internal and external grants, processing monthly state reporting, processing accounts payables, invoice reconciliation, p-card reconciliation, and vital records.
Work is performed under the regular supervision of the Business Officer II with leeway to exercise independent judgment within the guidelines of established procedures, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations.
Supervision is not a responsibility of this class.
Does related work as required.

Examples of Essential Functions Examples of Essential Functions Following are examples of typical work activities and responsibilities.
The incumbent may be responsible for performing other related duties and responsibilities as required or assigned.

Receives revenue from a variety of sources, reconciles all monies coming into the agency; posts all revenues to the appropriate account in Munis accounting system.
Analyzes general ledger for discrepancies/errors; creates and posts journal entries to correct discrepancies.
Manages gift cards in the safe.
Provides back-up to Accounting Technician I positions including processes accounts payable by ensuring invoices are entered and paid; purchases goods and services for staff; processes Health Department travel expenses; performs vital records duties including processes birth certificates, death certificates and performs Affidavits of Parentage.
Reconciles staff purchasing cards and posts to the appropriate account.
Maintains and reconciles various accounts within County accounting system and submits balances and reports to supervisors so budgets are maintained.
Prepares various reports for funding sources and for reconciliation and backup to the State reimbursement report.
Assists Business Officer II with contract management and Outside Agency reporting.
Prepares and routes Health Department contracts in DocuSign.
Prepares line item transfers or budget amendments, as needed.
Interacts and communicates with various groups and individuals including Finance Department staff, County staff, vendors, and the general public.
Assists with special projects and reports as assigned.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
Adheres to the department’s safety rules and regulations.
Performs other duties as required.
Full Performance of Knowledge, Skills, Abilities FULL PERFORMANCE OF KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge and understanding of Orange County’s accounting system and various State and/or Federal programs; familiarity with public contract, grant funding and purchasing requirements.
Thorough knowledge of accounting and bookkeeping practices, and the ability to analyze and compile statistical data; thorough knowledge of accounting terminology and functions.
Good knowledge of the principles, federal, state, and local practices, and departmental procedures of financial administration, taxes and auditing.
Skill in data analysis, applying budget and cost accounting theories, and evaluation/research techniques and methodology.
Skill in public and interpersonal relations, and written and oral communication, with an emphasis on customer service.
Skill in establishing priorities and organizing work, and the ability to meet strict deadlines while maintaining accuracy.
Skill in gathering and analyzing complex data.
Demonstrated skill in using electronic financial software systems and controls, with preference to MUNIS.
Ability to work independently and exercise initiative and sound judgment, with general guidance and supervision; ability to follow verbal and written instructions.
Ability to collect, compile and analyze data, and prepare and interpret financial reports.
Ability to interpret and apply Federal, State and local laws, policies and procedures of Local Health Departments; ability to perform accounting and financial functions adhering to internal control policies and procedures with the appropriate segregation of duties and systems controls.
Ability to thoroughly research issues in a timely manner, identify and suggest solutions and proactively implement corrective steps.
Ability to develop and maintain accurate financial and statistical records, and appropriate documentation.
Ability to interpret and prepare financial reports, and analyze and compile statistical data.
Ability to provide prompt and excellent customer service to staff, vendors and internal/external customers; ability to apply and explain applicable policies and/or procedures, laws, codes or regulations.
Ability to communicate effectively both orally and in writing to express information and ideas clearly and concisely.

MINIMUM QUALIFICATIONS Graduation from an accredited college or university with an Associate’s Degree in accounting, finance, business, office administration, public administration or a related field AND one (1) year of work experience in accounts payable or accounts receivable; OR Graduation from High School or General Educational Development (GED) test equivalency AND three (3) years of work experience in accounts payable and/or accounts receivable; OR An equivalent combination of training and experience as defined above.
Experience in a local government setting or banking is preferred.
SPECIAL REQUIREMENTS Possession of or ability to readily obtain a valid Driver License issued by the State of North Carolina for the type of vehicle or equipment operated.
