This is an anticipated vacancy.
North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available.
The position is EHRA, which means it is exempt from e rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.
This is a full-time position (40 hours per week) with State Benefits.
The Accounting Technician II maintains and audits accounts payable records for counties, vendors and applicants providing services in response to and assisting hurricane disaster victims.
The selected candidate will conduct audits of complex invoices for services rendered to victims in accordance with state and federal requirements, including the State’s Community Development Block Grant – Disaster Recovery (CDBG – DR).
This position is responsible for appropriate account coding of the records in order to be consistent with state budget and federal drawdown budget guidelines, prepare documentation to support payment records, upload the appropriate back-up into the system of record and move the record along through the approval process.
The selected candidate will also be responsible for following up and following through with transactions to ensure that the records are paid timely and accurately.
This position will process receipts in the form of escrow funds from applicants and other potential program income and maintain those income files.
The Accounting Technician II will navigate and research several programs at once including but not limited to the North Carolina Financial System, Salesforce, Excel, Word, Share point, Teams and internal shared drives.
The Accounting Technician II will be cross trained within the team in order to have sufficient coverage of all duties within NCORR's Finance section and will maintain effective working relationships with NCORR Staff, vendors, the DPS Controller’s Office and others to complete work.
Knowledge, Skills and Abilities / Competencies To qualify for this position, applicants must document on the application that they possess ALL of the following: Working knowledge of accounting methods, procedures, and accounting practices.
Knowledge of accounting and other software (e.
g.
: ERP, Excel, Word, Access).
Knowledge of basis mathematical computations.
Experience understanding, interpreting, and applying the laws and regulations pertaining to financial records.
Experience posting, calculating, and/or using an adding machine in recording financial data or making computations.
Experience preparing standard financial statements and reports.
Working knowledge of identifying and correcting routine and recurring financial problems, referring more complex problems to a higher level.
Experience presenting financial information clearly and concisely in oral and written form.
Experience verifying accounting documents and forms for accuracy and completeness.
Minimum Education and Experience Requirements Some state job postings say you can qualify by an "equivalent combination of education and experience".

Associate degree in accounting from an appropriately accredited institution and one year of accounting experience; or High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work; or equivalent combination of education and experience.
