DEPARTMENT: Social Services (DSS) DATE POSTED: March 28, 2024 CLOSING DATE: April 10, 2024 SALARY MIN: $52,730 SALARY MAX: $89,577 POSITION NUMBER: 40001493 JOB TYPE: Full-Time General Description This is advanced or specialized accounting technician work in performing a variety of accounting functions in departmental accounting programs.
This position will review, prepare and monitor all contractual agreements and exhibits pertaining to budgetary funding allotment under specific programs and services while reporting statistical analysis data.
This position will assist with the DSS budget preparation; monitor general ledger account lines and reconciliations; assists Administrative Officers and other fiscal staff in preparing for external audit and fiscal monitoring annually; Maintains records and ledgers requiring the segregation of monies and expenditures into a number of accounts; complies information and prepares reports for Program Integrity; reimbursement; and financial reports.
This position is also responsible for receiving payments, writing up deposits, and maintaining appropriate paperwork.
The accounts and records maintained by the Accounting Technician III are subject to periodic audit and reviewed by the State Auditor’s Office and by the Budget Division.
This position works under close to general supervision according to set procedures but exercises independent judgement to ensure that transactions are in accordance with correct accounting and budget procedures and statutory requirements.
Knowledge, Skills, and Abilities Requires considerable knowledge of governmental accounting principles and State fiscal policy; Ability to understand, interpret and apply laws and regulations of Federal, State and Local Governance.
Knowledge of Uniform Guidance requirements and the ability to research and apply Federal Regulation coding is required.
Ability to prepare fiscal reports and analyses of financial statements; above average computer skills and knowledge and skill in accounting software application; attention to detail strong organizational skills and ability to prioritize work to meet imposed deadlines and respond timely to requests.
Excellent oral and written communication skills.
The ability to maintain effective working relationships with internal staff and external customers.
Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position.
Management may assign additional functions related to the type of work of the position as necessary.
Maintains accounts involving varied and complex entries such as appropriations and allotment ledgers, budgetary control ledgers, inventory control records, requiring the application of specialized bookkeeping procedures.
Prepares specialized financial reports requiring the review of financial records to select pertinent information and submits these reports without review to administrative officials.
Gathers, selects, and complies accounting clerical and statistical data in terms that are meaningful to management through accounts that reflect both costs on individual funds and develops cost comparisons.
Maintains complex general accounting books for a large size department or unit requiring the segregation of monies and expenditures into accounts involving a combination of state and federal funds; reviews project expenditures to determine that expenditures are properly charged; and prepares necessary accounting and budget reports.
Prepares and facilitates all contractual agreements for executed services for the division ensuring compliance with Federal, State and local requirements.
Participates in RFP process if necessary.
Performs related work as assigned.
Minimum Education and Experience Requirements: Associate degree in accounting from an appropriately accredited institution, and two years of accounting experience; or High school diploma or General Educational Development (GED) diploma and four years of experience working with contractual documentation, accounting work; or equivalent combination of education and experience.
Legal experience or educational training is a added bonus.
