*Accountant I* *Department: *Department of Social Services *Compensation: *DSS-18 ($55,407 - $84,430) *FLSA: *Non-Exempt *Work Schedule: *8:30 am - 5:00 pm (Monday – Friday) *General Statement of Duties* Establishes and maintains financial records which may include budgets, expenditures, revenues, vendor enrollment, and payroll.
*Distinguishing Features of the Class* An employee in this class will review and monitor data and prepare financial reports to include, but not limited to, the DSS-1571 report.
May assist departments with technical support in policies, procedures, budget development, and financial standards.
This position requires thorough knowledge of generally accepted accounting principles and their application to cost, governmental accounting, and non-governmental accounting.
The person in this role will also be responsible for the development and implementation of control systems for determining costs and the distribution of costs and working with Department and County staff to develop, operate, and evaluate accounting systems.
This position supervises accounting staff and performs other duties as assigned.
Work is performed under the general supervision of Business Officer I and is evaluated through daily observation, discussions, reports, and the quality and quantity of services delivered.
*Duties and Responsibilities* *Essential Duties and Tasks* · Compile, monitor, examine, and audit complex financial statements/reports/accounts or codes (DSS-1571 report) for accuracy, integrity, and conformance to accounting and program guidelines.
· Review monthly expenditures and labor reports for multiple DSS programs, assess expenditures to determine if cost is allowable according to OMB circular A-87, and any other applicable laws, and statutes, and draw down reimbursements accordingly to ensure revenue maximization and contract compliance.
· Develop, evaluate, and implement changes to accounting systems and processes.
· Design data collection, reporting tools, and financial models.
· Prepare, disseminate, and interpret financial reports and presentations.
· Serve as technical advisor on fiscal management and reporting issues.
· Assist in preparation of Social Services single audit coordination and monthly and year-end reconciliation of DHHS confirmation; labor distribution; and tracking of FTEs.
· Coordinates with the department to assess needs and requirements for fiscal monitoring and reporting.
· Recruit, select, counsel, discipline, establish performance standards, and evaluate the performance of employees to retain a diverse workforce.
· Administer and ensure compliance with human resources policies and procedures.
· Monitor and assess work, provide feedback, and provide technical supervision.
· Plan and deliver on-the-job training.

*Knowledge, Skills, & Abilities:* · Ability to interpret and apply Federal and State fiscal regulations.
· Ability to analyze and correct financial problems and bookkeeping errors.
· To establish effective working relationships with the public or departmental program personnel.
· Ability to prepare interpretive or analytical accounting or financial statements and reports.
· Considerable knowledge of accounting principles and practices.
· Considerable knowledge of governmental accounting methods, procedures, and financial practices.
*Physical Requirements* · Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.
· Must be able to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
· Must possess the visual acuity to prepare and analyze data and figures, to operate a computer terminal, and for extensive reading for visual inspection of books and materials at distances close to the eyes, and use of measurement devices.
*Required Minimum Education and Experience* Graduation from an accredited four-year college or university, preferably with a major in accounting and one (1) year of accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; or a four-year degree from an accredited university or college in business administration or other field with twelve (12) semester hours in accounting and two (2) years of experience as specified above; or a two-year degree in accounting from an accredited university or college and four (4) years of experience as specified above.
Must have a valid driver’s license.
*Equivalent Training and Experience:* One (1) year of education/experience credit may be given for successful completion of the CPA examination, i.
e.
, a total of three (3) years for a certificate holder to recognize the completion of the examination and the required two (2) years of experience.
However, the years of experience required for the certificate can only be credited once.
*Preferred Experience:* Four (4) or more years of experience in accounting.
Department of Social Services and/or State and Federal experience.
Experience with DSS-1571 reimbursement reporting.
Job Type: Full-time Pay: $55,407.
