What You'll Be Doing
Wake County Health and Human Services is looking for a Senior Accountant to join their team! This position completes the compilation of staff activity and cost into a monthly reimbursement request to the NC DHHS Controller's office.
Serving as liaison and consultant to Human Services program managers, supervisors, senior practitioners, social workers, and case managers.
Devising strategies for switching between codes to maximize revenue (within parameters outlined in fiscal manual) and to also take advantage of opened-ended funding sources.
Serving as liaison to the NC Regional Services Fiscal Representative, the NC Controller's Accounting Office and Wake County Finance office on matters pertaining to Social Services revenue.
Assist in preparation of Human Services single audit coordination and monthly and year-end reconciliation of DHHS Confirmation; labor distribution; and tracking of FTE's.
Has a comprehensive knowledge of the interpretation and application of county, state, federal rules, and regulations, as well as knowledge of generally accepted accounting principles.
Essential Functions Include:
This position is responsible for preparing the DSS-1571 monthly reimbursement report to collect federal and state revenues for Social Services programs administered by the county
Compiles data, reviews monthly expenditures and labor reports for multiple WCHHS programs, assess expenditures to determine if cost is allowable according to OMB circular A-87, and any other applicable laws and statutes, and draws down reimbursements accordingly to ensure revenue maximization and contract compliance
Coordinate frequently with WCHHS staff, NCDHHS Division of Social Services, and the NC Controller's Office to determine appropriate coding classifications and independently incorporate modifications to optimize reimbursements
Primarily responsible for preparing DSS fiscal test work for auditor’s review, coordinate with staff and communicate needs effectively

The Basics (Required Education and Experience)
Bachelor's degree in Accounting or related field
Four years of experience in accounting
Equivalent education and experience are accepted
Beyond the Basics (Preferred Education and Experience)
5-7 years experience in Accounting
Health &Human Services and/or State and Federal Experience
DSS 1571 Experience
Social Services experience

Ability to interpret and apply complex fiscal regulations

Ability to develop complex accounting worksheets and reports
Ability to present results of analysis to program administrators and negotiate changes and/or implementations
Ability to compile, organize and analyze financial data
Collects information, reconciles accounts, and coordinates and review budgets, expenditures and revenues
Performs programs and/or account monitoring and evaluation of internal departments and/or subcontractors and recommends and installs new procedures, processes, and systems
Reviews and audits source documents and recommends process improvements
Coordinates with internal departments for requested training and support and external reporting agencies to assess needs and requirements for fiscal monitoring and reporting
