Grant Accountant
FLSA Status: Exempt
This is a new role for the organization and will help lead the development and growth of this program.
This role is funded by the American Rescue Plan Act (ARPA) and is offered while these funds are available, which is expected to last until 2026.
The North Carolina League of Municipalities (League, NCLM) is looking for a highly competent and motivated individual to provide financial grants management within the Finance Department for two significant federal awarded ARPA grants.
These duties involve managing and overseeing the life cycle of the ARPA grant financial processes and will include, but not be limited to, monitoring and tracking costs, making regular drawdown requests with the NC Pandemic Recovery Office (NCPRO), filing required expense reports to NCPRO, performing accounting and reporting efforts for all grant activity, and ensuring compliance with fiscal standards and requirements set by state and federal regulatory agencies.
The Grant Accountant job requires an ability to work collaboratively as a member of the Finance Department displaying a knowledge of Generally Accepted Accounting Principles, governmental accounting, and sound judgment, including a willingness to learn.
This position will work closely with the Senior Accounting Manager – League, the Chief ARP Officer, and the League’s ARP Team.
ESSENTIAL FUNCTIONS: Provide advanced financial management services for the two ARPA grants awarded to NC League of Municipalities.
Study and learn financial record management requirements as related to the American Rescue Plan Act grant funds, including Federal Uniform Guidance, Grant Award terms and conditions, and NCPRO reporting requirements.
Make grant drawdowns, as needed, using the NCPRO website and software.
Obtain approvals for all invoices and expenses related to ARPA grants.
Report and upload all required information to NCPRO as required.
Coordinate budgeting process and detail for ARPA grants.
Update budgets in accounting software and monitor budget activity.
Perform grant related accounting duties including invoicing, accounts payable, journal voucher preparation, account review and analysis, reconciliation of accounts, and expenditure monitoring.
Analyze ARPA financial records and grant ledger activity for accuracy.
Research and resolve accounting and reporting issues as necessary.
Maintain efficient electronic filing systems for financial records.
Assist in recording and managing financial agreements with beneficiary recipients of League ARPA funds.
Provide regular financial information and reports to Finance staff and the League’s ARP Team.
Prepare or assist with grant schedules and reconciliations required for the League’s year-end financial statements and independent audit.
Participate in career and professional development.
Other duties as deemed necessary including assistance in setting up or administering accounting or other financial components of various program components within the ARPA grants.
ATTRIBUTES: High level of accuracy and attention to detail, along with an ability to effectively manage multiple priorities.
Good record keeping and fiscal planning.
Ability to interpret financial requirements contained in applicable laws and regulations.
Ability to oversee the implementation and adherence to quality assurance standards.

EXPERIENCE: The position requires a four-year accounting degree (Bachelors) from an accredited university.
The position requires at least five years of responsible experience in general and/or grant accounting, budget management, or related experience.
Work may require providing advice to others outside direct reporting relationships on specific problems or general policies.
Contacts may require the consideration of different points of view to reach agreement.
Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
Receives General Direction: The position normally performs the job by following established standard operating procedures and/or policies.
Performance reviewed periodically.
Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide.
Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
