The University Controller’s Office is responsible for fiscal accountability, accuracy and reporting of a $2.
3 billion enterprise, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers and temporary employees, over 110,000 vendor payments annually and management of a $480 million external debt portfolio.
University Payroll is responsible for: 1) timely and accurate payment of wages to approximately 11,300 monthly and 14,500 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.
2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of three mandatory, 38 voluntary and 60 statutory (garnishment) deduction plans, including the employer’s matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government, approximately 40 states, and two foreign tax agencies.
Essential Job Duties The Payroll Tax Manager oversees the taxation, compliance, and reporting units within the Payroll department, serving as a key functional lead for payroll/taxation within the HR System.
This role manages data exchange reports/interfaces with federal, state, and local tax agencies, ensuring adherence to tax laws for US citizens and foreign nationals.

As the Payroll Tax Manager, you’ll play an important role in interpreting new tax laws, making recommendations to senior management, and ensuring integration into the university’s Finance/HR/Payroll Systems.

Manage data exchange reports/interfaces with federal, state, and local tax agencies.
Assist Payroll Director with special projects and represent them at various university meetings/teams/projects.
Ensure compliance with federal, state, and local tax laws for both US citizens and foreign national visitors.
Understand and apply federal and state tax laws using PeopleSoft Payroll for North America.

Other Responsibilities Qualifications Minimum Education and Experience Graduation from a four-year college or university with a degree in Accounting, Business, Finance or other degree closely related to the area of assignment with twelve hours of accounting and three years of professional accounting experience of which at least one is supervisory; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications Comprehensive knowledge of federal, state, and local tax laws, including emerging regulations, and the ability to ensure compliance in payroll operations.
Proficiency in managing data exchange reports/interfaces with tax agencies, utilizing systems like PeopleSoft Payroll for North America, and handling reconciliation and reporting requirements accurately.
Highly skilled in Microsoft Excel and Word, or similar software, with the ability to use pivot tables, formulas and reporting functions.
Demonstrated ability to create a query in the system they currently work with or using their preferred SQL tool.
Strong analytical skills to interpret new tax laws, assess their impact on the university, and make informed recommendations to senior management.
Effective communication skills to represent the Payroll Director, articulate complex tax issues, and collaborate with colleagues across departments for integration into the university’s systems.
Experience with multi-state tax compliance and familiarity with tax regulations concerning foreign-national employees is essential.
