The Operations Branch of the NC State Laboratory of Public Health (SLPH) is currently accepting applications for an Accounting Supervisor.
The Operations Branch provides logistical and administrative support for the NC State Laboratory of Public Health including budget, procurement, mailroom, warehouse, and general administrative activities.
This position oversees the SLPH accounting team including accounts payable, accounts receivable, grants, fixed assets and other duties related to operations/special projects.
This position supervises 4 direct reports (including 1 temporary staff) and reports to the SLPH Administrative Officer.
Position Responsibilities: The Accounting Supervisor's work is characterized by a variety of business, fiscal andadministrative functions including contract administration, budget/grants tracking, and accounts payable/receivable.
The position supervises a Lead Accounting technician, two accounting specialists, and one temporary grant coordinator.
This position also compiles, analyzes, and prepares financial data for reporting purposes.
The position will use Microsoft Excel, the North Carolina Accounting System (NCAS), and other budgetary tools.
The Accounting Unit at SLPH is responsible for contract administration, accounts payable, accounts receivable, grant funding management/tracking, fixed assets/surplus, and a variety of other operational functions and special projects.
The Accounting Supervisor works closely with the Division of Public Health’s (DPH) Budget Office and the SLPH Procurement team.

SLPH serves the entire state as a reference laboratory for difficult, unusual, or otherwise unavailable laboratory procedures and assist in the development, evaluation, and standardization of medical and environmental laboratory testing procedures.
We provide training and consultation to improve and assure quality services in other laboratories and certify milk and water laboratories and milk analysts.

Ability to train, supervise and evaluate unit performance, establish unit standards in conjunction with work plans, and organize the workflow based on priorities and needs.
Ability to analyze complex problems and identify and resolve discrepancies through state law procedures.
Management Preferences: Technical proficiency using NCFS, NCAS and E-ProcurementExperience with grant trackingKnowledge of Cost Accounting Contract management/developmentAbility to interpret and analyze accounting data and apply that analysis to the departmental needs and determine compliance with pertinent guidelines, rules, regulations, and laws.
