Description of Work SALARY GRADE: Grade 15 The North Carolina Administrative Office of the Courts (NCAOC), Fiscal Services Division, is seeking a qualified candidate to serve as an Accounting Specialist III to process accounts payables for budget codes such as general funds, indigent funds, and special grants.
Types of payables include purchase orders, various direct and matching pays, contractual services, travel reimbursements and miscellaneous vendor expenditures for the Judicial Branch.
Essential duties and responsibilities include, but are not limited to, the following: Review vendor invoices for telecom and other travel reimbursement requests for accuracy and completeness and approve or deny requests for payments.
Review, process, and execute payments for contractual services, expert witness payments, court reporter transcript fees, and grant related expenses.
Input transactions and balance judicial accounting information within the North Carolina Financial System (NCFS).
Research unpaid invoices, reimbursement requests, and resolve payment discrepancies.
Execute payments and contact vendors or personnel, if necessary.
Maintain financial databases for various accounts.
Prepare and distribute accounting activity reports.
Other duties as assigned.
This position reports to the Accounts Payable Supervisor.
Work hours are 8:00 AM - 5:00 PM, Monday - Friday.
This may be a hybrid position based on management's determination of need.
Knowledge, Skills and Abilities / Competencies Knowledge of: generally accepted accounting principles and bookkeeping practices; North Carolina State Accounting System policies and procedures; NC Chart of Accounts; AOC Financial Management System; computer application software; vendor contract requirements; and General Statutes that govern expenditure processing.
Skills in: operation of computers.
Ability to: perform route mathematical computation; understand, interpret, and implement administrative and fiscal guidelines and procedures; troubleshoot and resolve procedural problems; and communicate effectively with vendors and judicial personnel.
Minimum Education and Experience Requirements Associate's degree in Accounting and one (1) year of experience; or graduation from high school and three (3) years of experience with accounts receivables and payables in a general accounting office environment.
Management prefers candidates with North Carolina Accounting/Financial System (NCAS / NCFS) experience, and training with the Accounts Payable modules within the North Carolina Financial System.
