Description of Work
The Division of State Operated Healthcare Facilities is responsible for the administrative management and coordination of services among the state operated psychiatric hospitals, developmental centers, alcohol and drug abuse treatment centers, child facilities, and neuro-medical treatment centers.
Those services and supports include development, planning, implementation, monitoring and evaluation of 3 psychiatric hospitals, 3 developmental centers, 2 alcohol and drug abuse treatment centers, 2 child residential schools, and 3 neuro-medical treatment centers.
DSOHF is organized into functional Sections led by a Division Director.
Under the direction of the Chief Financial Officer for DSOHF, the Business Director manages the planning, development and implementation of all budget, contracting, and all other financial operations/ functions of the Division’s Financial Operations team and provides central management oversight and support for these operations across the 13 facilities.
This position has management responsibility for DSOHF with a budget of approximately $2B.
This position has responsibility for managing a diverse, complex and dynamic business operation for the Division which requires high level decision making and advanced skills and experience.
Responsibilities include: Oversee and manage the budget, accounting, financial reporting, and contracts within the Financial Operations including a focus on revenues, patient receipts and expenditures assure proper management of funds.
Provides interpretation of State and Federal Government rules and regulations regarding all funding issues and participates in the planning and implementation of changes in Divisions operations.
Knowledge of professional fiscal practices and procedures required of this position including extensive knowledge of local, state and federal regulations and statutes governing fiscal and program related matters.
Responsible for input, review and approval of the Divisions Internal Financial Controls and making changes that relate to specific Division policy.
Must possess the ability to evaluate the Divisions financial stability and to allocate appropriate resources as needed.
Responsible for managing a diverse, complex and dynamic budget\business operation for the Division which requires high level decision making and advanced skills and experience.
Provides leadership and administrative direction in the development of processes, procedures, and systems that contribute to successful business operations.
Work involves regular monitoring of the quality and quantity of the business functions and service delivery efforts.
Position supervises professional-level employees performing duties in any of the above business functions.
Responsible for researching, analyzing, and addressing problems with significant impact.
This role also includes maintaining successful working relationships with colleagues, customers, administrators, and leadership affected by the business operations.
Positions in the Division of State Operated Healthcare Facilities (DSOHF) shall be subject to pre-employment drug testing and criminal record background checks.
Also, the use of tobacco products of any kind including vapor products are prohibited from our campuses.
All employees are required to adhere to the DSOHF's Vaccination Policy.
Knowledge, Skills and Abilities / Competencies Thorough knowledge of fiscal/budgetary theories and methodology.
Experience with contracts or grants.
Thorough knowledge of Federal/State policies, regulations, and/or statutes.
Demonstrated ability to mentor, coach and manage the total competencies of staff in multiple organizational units or region.
Demonstrated ability to direct the development and implementation of goals and objectives.
Minimum Education and Experience Requirements Bachelor s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.
