The Office of State Budget and Management (OSBM) is excited to announce that we are recruiting to fill a Grant Administrator position in our Fiscal Office.
This vacancy is an anticipated vacancy pending State Budget approval.

The North Carolina Office of State Budget and Management (OSBM) is the primary fiscal and budgetary advisor to the Governor.
The OSBM Fiscal Office has the responsibility for the day-to-day accounting and fiscal/business operations of the Governor’s Office as well as OSBM.
The Fiscal Office manages numerous funding streams including the general fund budgets for two agencies - OSBM and the Governor’s Office, including direct appropriation to grantees.
The Fiscal Office also has oversight of nearly $2 billion in transfers and allocations for the following: Civil Fines and Penalties, The NC Education Lottery, The State Emergency Response and Disaster Relief Fund, Certificate of Participation Bonds, State Capital infrastructure fund, and Federal grant awards for the Volunteerism and Community Service program The primary purpose of the position is to serve as a grant administrator of the State Capital Infrastructure Fund grants and other grants at The Office of State Budget and Management (OSBM).
The duties of the position include, but are not limited to: Communicate and provide assistance to Office of State Budget and Management administered grant recipients including local governments, municipalities and nonprofits.
Manage and coordinate the pre -award and post grant process.
Review, approve, and process statutorily required documents for the pre award grant process Monitor grant portfolio to ensure funds are being expended in a timely and appropriate manner Monitor individual grant portfolio of 300+ grants to ensure all reporting requirements are submitted and accurate Assist grant recipients with quarterly reporting requirements Ensure all uniform guidance on the administration of state awards outlined in the North Carolina Administrative Code is followed Provide technical assistance to grant recipients through direct communication and webinar trainings Audit grants by all entities to make sure expenditures are aligned with approved budget and scope of work.
Responsible for providing report updates on grant portfolio status through both the pre award and post award reporting process Collaborate with internal audit team to ensure adherence to all grant requirements Organize and update the grant database with accurate and updated information for each of the grant recipients within their portfolio.
Ensure adherence to State guidelines and policies Provide assistance to other grant team members, when needed Maintain files and records as required by State and Federal record retention law, regulations, and policies.
Knowledge, Skills and Abilities / Competencies Professional knowledge in writing, reviewing, and/or editing of contracts, programs and/ or scopes of work.
Experience administering, managing, auditing, or monitoring complex programs and projects.
Experience independently managing a variety of business functions with dynamic funding sources and / or a variety of activities, programs and/or services.
Ability to conduct financial management responsibilities in an organization funded by a variety of dynamic and multi-dimensional funding sources (e.
g.
, multiple contracts, grants, and receipts) Ability to maintain effective working relationships with employees, coworkers, state, and federal officials Demonstrated skills working with Microsoft Office Software, specifically in Excel Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.
