The Capital Budget Analyst independently ensures and oversees the budget execution processes and administration are in compliance with the myriad of complex rules and regulations outlined in the State Budget Act and relevant General Statutes, the State Budget Manual, State policies and rules, and the Federal Office of Management and Budget Circulars.
This position provides managerial and expert-level consultation, technical assistance, and coordination in the preparation and execution of the capital budgets which may utilize multiple funding sources.
This position will assess, advise, and execute budgets to meet the goals and priorities of the department through regular consultations with departmental staff.
This position is responsible for implementing and ensuring all funding from state appropriations, federal funds, and departmental receipts are appropriately accounted for and budgeted in the Office of State Budget and Management (OSBM) budget system.
Key Responsibilities: Initiates, reviews, and submits capital and R&R budget revisions and allotments.
Reviews the BD-725 report daily to identify and correct over-expenditures in capital improvement project budgets per negative allotment report.
Updates the capital improvement expenditure database in EXCEL as invoices are approved for payment in order to maintain up-to-date expenditure and budget availability information for capital and R&R projects after weekly check run.
Review/approve payments of all capital improvement invoices after ensuring sufficient funds are budgeted/allotted in the appropriate expenditure accounts and forwards invoices to Accounts Payable.
Works with the Capital Projects Director, Chief Financial Officer, and other staff to develop and submit capital improvement funding requests to be included in the Governor's Recommended Budget.
Responds timely to inquiries from OSBM and FRD related to the agency's capital improvement funding and keep CFO/Controller/Capital Projects Director informed of all requests.
The Capital Projects Unit was established for the purpose of coordinating the Department of Natural and Cultural Resources’ Capital Improvements Program, which includes all capital improvements regardless of funding source.
It is the responsibility of the Capital Projects Unit to assure the department’s compliance with all procedures and requirements set forth by the Department of Administration, State Construction Office, the Department of Insurance, the State Budget Office, and general statutes relating to the Department of Natural and Cultural Resources’ Capital Improvements Program and construction projects.
The Budget and Finance Office provides leadership and strategic support to the Department by directing, preparing, and certifying annual and biennial budgets; analyzing and researching budgetary issues that impact the Department's divisions, programs, budgets, and plans; and overseeing the fiscal operations, policies and procedures for the department.
The fiscal responsibilities include but are not limited to accounts payable, accounts receivable, payroll, collections, billing, capital improvements, fixed asset management, cash management, fiscal reports, procurement, leases, and Memorandum of Agreements.
The Office is also responsible for monitoring activities throughout the Department to ensure compliance with state and federal laws regarding accounting, budget, purchasing and contracts.
