This Finance and Business Compliance Analyst II position is located in the Controller's Office of the North Carolina Department of Public Safety (NC DPS).
The position serves as the Compliance Supervisor and reports to the Accounting Manager I of the Financial Reporting Section.
This position will supervise one Financial and Compliance Analyst I position.
Specific financial and business compliance responsibilities include: the resolution of audits of local governmental entities that are funded by State and Federal funds administered by the divisions and offices within the Department of Public Safety applies consistency in the monitoring of activities of the Department of Public Safety and ensures that sub-recipient activities comply with the requirements applicable to the Federal program, including the audit requirements of OMB Circular A-133 maintains and updates each fiscal year a comprehensive tracking system by governmental entity that details the status of each individual audit to ensure timely submission of required reporting such as: financial reports, performance reports, program compliance, audit reports, and timely resolution of audit findings.
maintains tools for financial and accounting practices and monitoring to coordinate the implementation of those tools oversees the development of an effective system to monitor controls in place to minimize risk oversees the completion of the EAGLE internal control program and communicate with OSC risk mitigation performs compliance audits to determine whether establish protocols are being followed and where they can be improved working with administrative leadership to provide adequate information to staff to ensure that they have the requisite information and knowledge of regulatory issues and requirements to carry out their responsibilities in a lawful and ethical manner submission of the Eagle Certification letter to Office of State Controller reporting on a regular basis to the compliance committee the status of the compliance program The employee in this position is expected to possess strong written and oral communication skills; problem-solving skills to interpret account compliance and report findings to management; project management skills to work as a team to develop new processes and procedures based upon changes in laws and regulations or industry practice; project management skills to work as a team to develop new processes and procedures based upon changes in laws and regulations or industry practice; and demonstrated attention to detail.
This is a full-time position (40 hours per week) with State Benefits.
This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program.
Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.
Note to Current State Employees: The salary grade for this position is NC12.
State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.
If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.
Based upon these factors, a pay increase MAY result.
