The State Controller is the State’s Chief Fiscal Officer.
The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce and financial reporting systems.
The basis for the Controller’s authority is statutory.
Description of Work: The Garnishment Specialist performs paraprofessional level accounting work involved with the processing of all payroll transactions related to garnishments, federal tax withholding mandates, master data updates, and child support data verifications.
The Specialist responds to employees, vendors, and agency HR representatives in resolving issues regarding the processing of transactions.
The Garnishment Specialist performs accounting duties such as documenting, reporting, and preparing financial transactions within the Integrated HR-Payroll System and related systems/applications used daily by the BSS Payroll teams; reviews and audits court orders and financial data to ensure appropriate documentation and regulatory compliance; and makes recommendations to management for general accounting functions.
Employees also work on special projects such as year-end assignments, reconciliations, and account analysis; calculate and complete salary verification requests; and respond to state employees, state agency HR staff, and vendors to explain state and federal statutes regarding garnishments, and to answer specific garnishment questions.
Knowledge, Skills and Abilities / Competencies NOTE: The knowledge, Skills, and Abilities (KSA’S) and the Minimum Education and Experience are REQUIRED in order to be considered qualified for this vacancy.

Proven, documented ability to process detailed data accurately and in a timely manner while applying prescribed legal mandates and restrictions Documented working knowledge of accounting and auditing principles and practices Documented working knowledge of, and ability to interpret, explain, and apply the provisions of IRS regulations, court orders, and OSC accounting practices Ability to resolve discrepancies between documents received during the life span of a particular garnishment order Documented experience in auditing and researching payroll/financial data, and identifying errors/issues and determining resolutions Proven, documented ability to assist in interpreting and analyzing payroll accounting data and determine compliance with pertinent guidelines, rules, regulations, and laws Documented, proven experience and efficiency in using Microsoft Office suite (Excel, MS Word) Management Preference: SAP experience is preferred.

Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
