*This position is a grant-funded, Time-Limited Position – END DATE 9/30/2024* The North Carolina Department of Public Instruction is seeking applicants for an Auditor II to join the Monitoring and Compliance Section as a Finance and Business Compliance Analyst for the Elementary and Secondary School Emergency Relief Funds (ESSER).

Department of Education awarded ESSER grants funds to State educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs), including charter schools that are LEAs, with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools across the Nation.
The primary purpose of this ESSER Monitoring and Compliance Auditor position is to conduct monitoring and compliance reviews of the Elementary and Secondary School Emergency Relief Funds (ESSER) that have been administered through grants to the Local Education Agencies (LEAs), charter schools, regional/lab schools, and nongovernmental organizations.
The position will conduct reviews in the areas of compliance with laws and regulations, internal controls and operations, and other areas necessary to monitor fiscal compliance with ESSER Funds.
The ESSER Monitoring and Compliance Auditor performs moderately complex professional assignments under general supervision.
The ESSER Monitoring and Compliance Auditor will work independently and exercise professional judgment.
This position will assist in the planning and performing of monitoring and compliance reviews.
The position must demonstrate a high level of knowledge and/or experience in generally accepted governmental auditing standards, sound independent judgment in the research and interpretation of laws and regulations, the selection and application of procedures and the resolution of findings.
The ESSER Monitoring and Compliance Auditor is expected to have a general understanding of State government operations and the ability to understand, interpret, and apply applicable NC laws, federal laws including the Uniform Guidance, and regulations relating to NCDPI.
The results of any analyses and reviews will be documented in written reports, along with recommendations for corrective actions.
The employee must be able to report to management in a clear and concise oral and/or written form.
Job Specific Responsibilities: Plan monitoring and compliance engagements associated with monitoring ESSER funds; Perform financial monitoring reviews through examination and analysis of fiscal records and reports to ensure compliance with Uniform Guidance, State laws, and Federal legislation for all Local Education Agencies (LEAs), charter schools, regional/lab schools and nongovernmental organizations receiving ESSER funding.
Additional duties as assigned.
This position is located in Raleigh, North Carolina (Wake County).
Some travel periodically is possible, approximately 10%.

Previous work experience related to auditing, internal controls, understanding processes and/or monitoring compliance.
A Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and three or more years of related experience; or an equivalent combination of education and experience.
