Description of Work
SALARY GRADE: Flat Rate
The North Carolina Administrative Office of the Courts, Fiscal Services Division, Budget Management Section, is seeking a Budget Officer to manage the Judicial Branch budget.
ESSENTIAL DUTIES AND RESPONSIBILITIES Budget Execution and Oversight Direct and execute the maintenance of the Judicial Branch budget, including directing budget realignments for state appropriations, receipts, grants, federal and non-governmental funding sources.
Analyze financial details of past, present, and expected obligations at various levels of activity to determine trends, assessments, and identify potential shortfalls.
Monitor fiscal activities through monthly projection forecasting and analysis.
Assist in the development of fiscal goals and standards, including implementation and enforcement of related fiscal policies.
Identify, develop, and implement short and long-range budget strategies that result in the best use of state resources to achieve Judicial Branch business objectives.
Assure budget conformance with policy, procedures, and legal requirements.
Maintain reports and trend data for key budget areas including but not limited to equipment, maintenance agreements, travel, etc.
Direct budget activity and authorization of budget availability for select expenditures and project management.
Change Budget Development Plan, coordinate, and direct the budget development process, including monetizing fiscal goals and standards as directed by executive management.
Articulate budget needs by preparation of supporting documentation which are presented in the Judicial Branch expansion and continuation budgets.
Assist executive management in the development and review of legislation containing fiscal impact on the Judicial Branch.
May represent the Judicial Branch via email, virtual, or in-person meetings for legislative or budgetary matters.
Manage the final certification of all budgeted funds and new positions to the Judicial Branch.
Maintain position cost, program data, personnel data used internally and by external statewide budget partners.
Reporting Requirements Establish and maintain accurate and timely fiscal records and reports.
Perform special projects and confidential assignments as directed by executive management.
Oversee fiscal compilations for the Judicial Branch Annual Report, Statistical and Operational Summaries, and other publications as needed.
Serve as the primary contact to the Office of State Budget and Management on fiscal matters, including but not limited to adjustments to certified and authorized budgets, establishment of new positions, and agency reporting requirements.
Serve as a contact to the Fiscal Research Division of the General Assembly for financial information used during the legislative session.
Monitor legislative and policy developments and analyze ratified legislation containing fiscal impacts on the Judicial Branch.
Respond to inquiries from the public and news media.
Manage Budget Development Section Supervise budget section (team of three budget analysts).
Complete special projects and confidential assignments as directed by executive management.
Exercise independent judgment and initiative in performing ongoing work while establishing and maintaining cooperative work relationships with divisions, judicial officials, court staff, partner agencies, legislative staff, and the public.
Serve as a subject matter expert for technical support of accounting systems, interfaces, and functionalities impacting financial systems.
Maintain current knowledge of organizational policies and procedures, state policies, Judicial Branch directives and current accounting standards.
Knowledge, Skills and Abilities / Competencies Knowledge of: Principles and practices of public administration of governmental budgeting and accounting; the organization financial structure, accounting and budgeting system and financial policies and procedures of the State of North Carolina; the Judicial system and operations; the political and legislative structures of North Carolina; statistical methods, data analysis, and computer software applications used in the fiscal process.
Ability to: Plan, organize, monitor, and implement the budget analysis and development process with executive management and judicial partners; use sound judgment in analyzing data, statistics, and in making accurate projections; communicate and work effectively with officials, division heads, and other state agency partners in the development and implementation of budgets and grants; write narrative to accompany budget documents.
Communicate clearly and concisely with fellow employees and managers when issues arise.
Perform tasks with keen attention to detail ensuring accuracy and clarity.
Establish clear and consistent processes and standard operating procedures.
Minimum Education and Experience Requirements Graduation from a four-year college or university and seven (7) years’ experience in business administration, public administration, or related field, preferably in governmental accounting or budgeting, including four (4) years in a managerial capacity; or an equivalent combination of education and experience.
Management prefers candidates with competence in analytical problem-solving skills, budgeting processes, and independent decision-making experience.
Knowledge of budgeting or statistical practices and principles and data analysis preferred.
Management also prefers candidates with active experience in the legislative budget development process, budget execution, and budget supervision.
Must have working knowledge of computer software used in financial processes, including but not limited to Microsoft Office, North Carolina Financial System (NCFS), Beacon, and Integrated Budget Information System (IBIS).
