Description of Work The Mission of the Department of Public Instruction: The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for an Accounting Technician I (Working Title: Accounting Technician) for our Financial Business Services/Agency Financial Services/ Accounts Payable Section The Division of Financial Services performs all state-level financial planning, reporting, budgeting, and accounting services for the Department of Public Instruction.
It performs program analyses and internal services and monitoring for the Department and is responsible for supporting the financial and personnel systems.
There are five primary work groups in this division – Budget Management, Accounting Controls and Reporting, Cash Management, Accounts Payable, Grants Administration Section, and Purchasing and Contract Services.
The Division has a total of 35 positions.
This position will be responsible for auditing direct pay vender invoices, auditing and processing travel reimbursement requests and assisting the Accounts Payable Section with administrative duties.
25% Matching Invoices and Contracts Processes invoices for purchase orders to generate payment to vendors in accordance with agency guidelines/procedures and North Carolina Financial System guidelines.
This person researches and resolves any discrepancy.
Knowledge of the purchase order and invoice accounting process and strong analytical skills are required to identify and determine resolution of these discrepancies.
Reviews and processes payment of all invoices for contracts made with another state agency, an individual contractor, a business, or an educational entity in accordance with the contract requirements and NCFS procedures.
This person: (1) Examines the contents of contract document very closely to verify payment terms and amount with those stated in the invoice.
(2) Obtain dual employment forms for those contractors who are employed by another state agency.
(3) verify approval of invoice by contract initiator.
Failure to make payments according to the contract agreement could result in legal altercations with the contractor and/or loss of both federal and state funds if contract is not paid within the time frame the funds are granted.
25% Direct Invoices Review and process direct invoices for payment to vendors/individuals in accordance with State Budget Manual and DPI Procedures.
Direct payments include payments for airline charges, telephone charges, registration fees, workshops, membership dues, subscriptions, lease payments, etc.
The review of direct invoices includes verifying account codes and signature approvals, verifying vendor number, name/address information, checking for proper documentation and verifying invoice totals.
25% Travel Reimbursements Audit and process employee and non-employee travel reimbursements in accordance with State Budget Travel Policy and DPI travel procedures.
This person must be able to accurately interpret and explain travel policies and procedures to department personnel.
This individual must be able to work with minimal supervision, make sound decisions and be able to communicate with personnel at all levels.
5% Administrative Support This position will collect the Accounts Payable checks after they have been printed and placed in envelopes to be mailed.
This person will deliver the mail to the mail room and collect the mail for the financial business services.
This position will assist with entering sub w-9’s into the North Carolina Financial System.
This person will be responsible for pulling files for auditors and filing as needed.
Create and maintain excel files and logs.
10% Communication and Miscellaneous Duties.
This position requires excellent verbal and written communication skills.
This position with have contact with divisional staff and external vendors through either telephone calls or emails.
Any additional task requested by management to be completed.

Associate degree in accounting from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and two years of experience in accounting work; or equivalent combination of education and experience.
