JOB SALARY GRADE: Grade 25The Office of Indigent Defense Services is seeking a Budget Manager to manage the agency budget.
This position will be either in Raleigh or Durham.
Duties include, but are not limited to, the following: Budget Execution and OversightDirect and execute the maintenance of the IDS budget, including directing budget realignments for state appropriations, receipts, grants, federal and non-governmental funding sources.
Analyze financial details of past, present and expected obligations at various levels of activity in order to advise Executive Director and Commission on trends, assessments, and potential shortfalls.
Monitor fiscal activities through monthly projection forecasting and analysis.
Assist in the development of fiscal goals and standards, including implementation and enforcement of related fiscal policies.
Identify, develop, and implement short and long-range budget strategies that result in the best use of state resources to achieve IDS business objectives.
Assure budget conformance with policy, procedures, and legal requirements.
Maintain reports and trend data for key budget areas including but not limited to equipment, maintenance agreements, travel, etc.
Direct budget activity and authorization of budget availability for select expenditures and project management.
Change Budget DevelopmentPlan, coordinate, and direct the budget development process, including monetizing fiscal goals and standards as directed by executive management.
Articulate budget needs by preparation of supporting documentation which are presented in the IDS expansion and continuation budgets.
Assist executive management in the development and review of legislation containing fiscal impact on IDS.
May represent IDS via email, virtual, or in-person meetings for legislative or budgetary matters.
Manage the final certification of all budgeted funds and new positions to IDS.
Maintain position cost, program data, personnel data used internally and by external statewide budget partners.
Reporting RequirementsEstablish and maintain accurate and timely fiscal records and reports.
Perform special projects and confidential assignments as directed by executive management.
Oversee fiscal compilations for the IDS Annual Report and other publications as needed.
Serve as the primary contact to the Office of State Budget and Management on fiscal matters, including but not limited to adjustments to certified and authorized budgets, establishment of new positions, and agency reporting requirements.
Serve as a contact to the Fiscal Research Division of the General Assembly for financial information used during the legislative session.
Monitor legislative and policy developments and analyze ratified legislation containing fiscal impacts on IDS.
EXAMPLE OF DUTIES Knowledge of: principles and practices of public administration of governmental budgeting and accounting; the organization financial structure, accounting and budgeting systems and financial policies of the State of North Carolina; the Judicial Branch and operations; the political and legislative structures of North Carolina; statistical methods, data analysis, and computer hardware and software applications to be used in the fiscal process.
Ability to: plan, organize, monitor, and present data statistics and in making accurate projections; communicate and work effectively with officials, division heads, and other state agency representatives in the development and implementation of budgets and grants; and write narratives to accompany budget documents related to grants and special funds.
