The Financial Investigator Registration and Audit position is responsible for detection, investigation and enforcement activities relating to fraudulent and regulatory violations of the North Carolina Securities Act, Investment Advisers Act and Commodities Act (N .

Chapters 78A, 78C, & 78D), collectively the Acts.
The Registration Section of the Division reviews proposed securities offerings and enforces compliance with state statutes and regulations governing these transactions and the registration of individuals and firms.
This position is primarily an auditing, compliance and registrar position, which will conduct books and records examinations of broker dealer and investment adviser firms to ensure compliance under the Acts; complete written reports of investigation and draft deficiency letters; conduct financial analysis and evaluation of accounting records and specialized transactional records; and review and examine applications for registration of securities broker-dealer firms, securities salesmen, investment advisers, and investment adviser representatives.
This position requires knowledge of financial accounting and auditing practices, and knowledge of and the ability to use investigative procedures and techniques, including interviews, obtaining and evaluating documentary evidence, preservation of evidence, and testimonial presentation of evidence before judicial tribunals.
The position will determine jurisdictional basis, conduct interviews, analyze data and documentary evidence from public sources or through legal process, perform financial analyses, and participate in sanctioning of violations.
This position may be eligible for an alternate worksite arrangement in accordance with the Secretary of State's Teleworking Policy but should permanently reside within 80 miles from the Securities Division's office in Raleigh, North Carolina.
The starting salary for a new hire for this position is limited to the recruitment range of $65,000.
Salary offers are based upon the candidate's education and experience related to the position, as well as departmental budget and equity considerations.
Knowledge, Skills and Abilities / Competencies Each applicant must possess the following skills and abilities and must be reflected in work experience: Considerable knowledge of financial accounting and auditing practices.
General knowledge of the regulatory system and practices applicable to the securities industry.
General knowledge of regulatory compliance processes for the provision of financial services.
Ability to examine registration applications and financial statements to determine compliance.
Ability to conduct routine and for-cause financial, compliance or securities related examinations and investigations.
Considerable knowledge of investigative examination processes and procedures.
General knowledge of and the ability to interpret and apply provisions of the Federal and North Carolina securities, investment adviser, and commodities laws and their related administrative regulations.
General knowledge of securities and commodities industries transactional accounting and operations procedures.
Ability to clearly communicate verbal and written information in order to facilitate books and records examinations and investigations.
Ability to develop and execute an investigative plan.
Ability to recommend action based upon acquired knowledge and information while maintaining confidentiality.
MANAGEMENT PREFERENCE: Management prefers applicants with experience in the finance, accounting or securities industry (securities broker-dealer or investment adviser), knowledge of securities regulations, and a strong attention to detail.
Broker-dealer, investment adviser, and banking compliance or operations professionals are encouraged to apply.

Bachelor’s degree in accounting, finance, business administration or criminal justice from an appropriately accredited institution, with eighteen credit hours of accounting coursework and two years of experience in auditing and/or investigating tax, financial, or securities crimes; or equivalent combination of education and experience.
