Description of Work
This position functions as an Accounting Technician in the NCFS Interfacing Subsystems unit.
This unit is within the Subsystems Unit of the Controller’s Office.
The purpose of this position is to ensure timely reimbursement of the Child Day Care Subsidy Services with the Division of Child Development, to process and record in the North Carolina Financial System (NCFS) payments for these services; to make payments thru NC FAST to FIS for the purpose of day care within the respective county.
This includes the editing and approval process, as well as the actual preparation and recording in NCFS of the payment and to ensure that overpayments are not made.
There are multiple funding sources to support these services such as, Child Care Development Funds, Social Services Block Grants, Smart Start and various other state funds.
Because of these numerous funding sources there are multiple combinations of federal, state, and local funds that create numerous funding designations for which we are required to track.
This position is also responsible for posting and reconciling the subsidy payments that are entered into NCFS.
This position is responsible for encumbering and unencumbering budgeted funds supporting the subsidized childcare payment in NCAS to reflect accurate records of expenditures by funding source and balances.
At the present time subsidized childcare is being processed through NCFAST, this position verifies and enters the amounts into a spreadsheet as to be able to track payments at the Grant level.
In addition, will be responsible for Child Support cancelations as well as being the backup to the BEP Accounting Specialist.

Experience in establishing and maintaining effective working relationships with representatives of related contact agencies, departmental staff, and the general public.
Demonstrated experience communicating effectively in oral and written form.

Associates degree in Accounting from an appropriately accredited institution and two years of experience in accounting OR High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work OR an equivalent combination of education and experience.
