The mission of the Department of Public Instruction:
The State Board of Education has the constitutional authority to lead and uphold the system of public education in North Carolina.
The North Carolina Department of Public Instruction is seeking applicants for a Budget Manager I (Working Title: Allotments Section Chief) for the Office of School Business Services.
The Office of School Business (SBS) of the Department of Public Instruction has four sections: Reporting and Analysis (12 staff), Monitoring and Compliance (11 staff), School Allotments (5 staff), and Program Support/Special Projects (8 staff).
Overall, this area services the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor’s Office, the General Assembly, and the taxpayers of North Carolina.
It has the oversight of over $10.
5 billion in State dollars, $7 billion of federal funds, $2.
5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc.
This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds and Student accounting.
Develop, manage and distribute the State Public School fund $12 billion annual operating budget, approximately $1 billion of Federal grants funds and the $6 billion in federal COVID funds to PSUs and non-profits statewide based on complex funding formulas.
Ensure thorough and complete budget development, including the appropriate interpretation of legislation, polices, etc.
as they relate to the development of funding formulas, data analytics, and public policy impacts.
Analyze and evaluate financial data identifying areas of concern.
Advise the DPI leadership of potential financial problems and give recommendations for resolution.
Ensure compliance with state and federal budgetary policies and regulations.
Provide instruction in effective and efficient budgetary management.
These tasks are performed with the assistance of 4 professionals who are supervised by this position.
To accomplish this, the position must review and interpret current State and Federal legislation, and Board of Education policy and develop, update, and maintain the funding system for the calculation and equitable distribution of both state and federal allotments and grants to the public school units and nonprofits.
This Section Chief position reports to the Data Analytics Manager, but will provide supervision, oversight and management for three Budget Analyst II positions and one Budget Analyst I position.
This position is part of the SBS leadership team.
This position must ensure timely and 100% accurate revisions to these allotments based on changes in governing policy or qualifications of the allotment recipients.
This position works with all levels of management within the agency as well as with staff to the General Assembly and the State Board of Education in support of budget development.
In carrying out this function, this position will research historical data and current funding criteria and calculates funding needs based on projected future growth in average daily membership or in special targeted populations.
In the presentation of this information, this position will work with the budget analysts to review and develop comparative worksheets using various formulas, criteria and scenarios and display the methodology and results in a form that can be understood by an individual without an analytical background.
This position works with the agency’s information technology staff to modify the systems under the section to be incompliance with legislation and improve allocations of funding, data collection and dissemination.
The Section Chief must be thoroughly knowledgeable of DPI’s strategic priorities and the implications those priorities have on the budgetary needs of the agency both immediate and long-range and be able to provide the informational data necessary for leadership’s decision making.
This position works closely with all levels of staff within DPI and with the OSBM.
This person is responsible for establishing strict controls, policies, and analytical methodologies to ensure the most consistent and the highest quality of data is presented at all times.
