Description of Work The Office of the State Controller OSC is interested in every qualified candidate who is eligible to work in the United States.

The State Controller is the State's Chief Fiscal Officer.
The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce and financial reporting systems.
The basis for the Controller's authority is statutory.
DESCRIPTION OF WORK: This position serves as the Supervisor of the BEST Payroll Operations Team with direct supervision of two garnishment analyst and five payroll analysts.
This position provides professional expertise to analyze complex situations and determine the best course of action for processing within the Integrated HR-Payroll System.
The BEST Payroll Operations Team is part of BEACON Enterprise Support Team (BEST) within the Office of the State Controller.
The team generates the final pay results and creates the employee payments for over 90k permanent and temporary employees in state government.
The team processes all payroll transactions related to employee garnishments, federal tax withholding mandates, processes salary verification requests and answers questions related to the payroll results.
The supervisor is responsible for coordinating efforts to ensure that all payroll deadlines are met and payments of wages to employees are timely and accurate.
This position is responsible for planning, organizing, and supervising the processing of monthly, bi-weekly, and off-cycle payrolls.
The supervisor is responsible for recommending and implementing process changes to increase operating efficiency and improve workflow at BEST.
The supervisor will ensure excellent customer service to employees, state agencies, and all teams in BEST Shared services.
The BEST Payroll Operations Supervisor works with the other team supervisors and managers at OSC to create and maintain a positive, respectful work environment for all staff members.
This position reports to the BEST Shared Services Payroll Manager.
Knowledge, Skills and Abilities / Competencies An ideal candidate will have a full understanding of payroll operations, including analyzing gross to net payroll results, processing child support and other garnishments, calculating tax withholdings, pre/post-tax deductions and refunds, and producing W-2’s.
Knowledge and experience in producing payrolls for a large number of employees for monthly and bi-weekly payrolls.
The candidate will have knowledge of time recording processes, including time entry, leave usage and accruals, shift premiums & overtime processing.
The candidate must have experience in supervising a payroll unit and experience utilizing SAP or other major ERP vendors related to payroll processing and time management.
The candidate must demonstrate experience using reports to audit payroll data for accuracy.
The candidate should have knowledge and experience utilizing excel, access database and word processing software, and a basic understanding of computer systems and the ability to communicate effectively, both verbally and written, with all contacts.

All degrees must be received from appropriately accredited institutions.
Bachelor's degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution, and three years of experience in business or HR consultation, process improvement, or requirement gathering in an information technology or HRIS environment, or an equivalent combination of education and experience.
