Description of Work The Mission of the Department of Public Instruction: The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The Division of Agency Financial Services performs all state-level financial planning, reporting, budgeting, and accounting services for the Department of Public Instruction.
It performs program analyses, internal services, and monitoring for the Department and is responsible for supporting the financial and personnel systems.
There are five primary work groups in this division - Budget Management, Accounting Controls and Reporting, Cash Management, Accounts Payable, and Purchasing and Contract Services.
The Accounting Controls & Reporting section is responsible for grants accounting, financial reporting, the internal control program, payroll, fixed assets, and other miscellaneous general ledger tasks.
This section is also responsible for recommending policy and process improvements and conducting analyses on data managed within the area.
This position reports to the Grants Coordinator within the Agency Financial Services division and has responsibility for budget activities related to the Department’s grant awards, especially federal awards.
Budget activities include collaborating with grant program staff to develop/amend grant budgets, utilize budgets approved by the grantor to inform the Department’s general ledger budget development, monitor grant budgets and actuals, and prepare budget revisions, as necessary.

Demonstrated experience utilizing Microsoft Office Suite product, and/or financial systems.
Demonstrated experience analyzing data.
Demonstrated experience creating and/or following Standard Operating Processes (SOP) and/or, reports, and/or manuals.
Management Preferences: Ability to organize and present oral and written reports of findings and recommendations.
Previous grant experience and life-to-date federal grant budgeting.

Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.
