We currently have an opening for an Accountant.
The position is designated Statutory Exempt and is exempt from the State Human Resources Act.
This vacancy is open to current NCDIT employees only or previous NCDIT employees with unexpired RIF priority re-employment rights.
Current temporary employees working for NCDIT will also be considered.
The Accountant reports directly to the Chief Financial Officer (CFO) and operates with a significant level of autonomy.
Accountants are responsible for preparing internal and external financial reports with varying degrees of complexity, depending on their skills and experience.
They also engage with users of financial reports to provide analysis and clarifications.
Additionally, they assist in the development of budgets and rates and may collaborate with Division representatives to discuss budgetary requirements and strategy formulation, while also being available for special projects.
This position utilizes advanced financial reporting skills, analytical abilities, accounting abilities, and professional judgement to a variety of reports aimed at internal and external users.
Accuracy is extremely important as these users include DIT senior and executive leadership, high ranking State officers, and elected officials.
Such reports inform key decisions.
Key Responsibilities include but are not limited to: Preparing internal and external financial reporting at varying levels of sophistication based upon skills and experience (including daily cash monitoring, month-end financial reports, aging reports, annual EAGLE requirements, assistance with Annual Comprehensive Financial Report (ACFR), process/risk control, Stateside Indirect Cost Allocation Plan (SWCAP) reports, and other ad hoc reports as requested) Decision-making authority extends to the content of work product and the tactical methods of production and compilation; decisions with potentially significant impact are made in consultation with the CFO Supporting strategic planning and policy structure development About the Organization: The IT Finance Division provides comprehensive financial services to N.

Department of Information Technology (NCDIT) and related advisory services to the State's IT community.
Critical responsibilities include but are not limited to financial risk management, internal and external financial reporting, accounting, departmental procurement, budget development and execution, partnership with internal and external constituents, and support/planning for public-sector IT in North Carolina.
IT Finance includes three sections: IT Finance Administration, IT Financial Planning and Analysis, and IT Accounting and Division Support.
The Division is led by the Chief Financial Officer.
IT Financial Planning and Analysis provides internal and external financial reporting, budget planning and development, partners with NCDIT’s service delivery team in the development of rates for the internal service fund and executes primary aspects of NCDIT’s revenue business cycle including but not limited to accounts receivable and invoicing.
This section has an outward facing posture frequently working with other NCDIT divisions, senior leadership team members, and users of financial reporting.
NCDIT serves as the Technology Center for the State of NC.
Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities.

Knowledge, Skills and Abilities / Competencies To qualify for this position, applicants must document on the application that they possess ALL of the following: Experience with governmental accounting and financial management systems such as NC Accounting System (NCAS), NC Financial System (NCFS), NC Integrated Budget Information System (NC IBIS) Experience in preparing Annual Comprehensive Financial Reports (ACFR) Experience interpreting and applying complex Federal and State fiscal regulations Minimum Education and Experience Requirements Some state job postings say you can qualify by an ‘equivalent combination of education and experience.

Bachelor’s degree in accounting OR A degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework AND Five years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports; or equivalent combination of education and experience.
