*POSITION PURPOSE:* Serves the Wake County Public School System (WCPSS) by providing the Technology Services Division with SharePoint administration, development, workflow and power platform services and solutions, construction of low code solutions to development needs aligned to departmental standards and industry best practice, ensuring alignment of technology with the strategic goals of the district, problem identification and solution implementation, systems integration and sustainability planning, governance, interoperability planning, and the delivery of key digital transformation and enterprise architecture efforts.
*MINIMUM QUALIFICATIONS:*_*KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)*_ * Advanced tier 2/3 support, administration and development experience in Teams, Planner, Azure Active Directory, Power BI, PowerApps, Power Automate, SharePoint Online, site collections, and sites/subsites – including OneDrive integration and interoperability with other products in the Microsoft 365 environment.
* Advanced knowledge of business ecosystems, software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), service-oriented architecture (SOA), application programming interfaces (API), open data, microservices, event-driven IT and predictive analytics.
* Extensive knowledge of Active Directory structures, user and system management, and processes; Windows, Chrome OS, Mac OS, and Linux operating systems, project and change management methodologies, quality assessment and processes, including those of the Project Management Institute (PMI), ADKAR, Six-Sigma, and Information Technology Infrastructure Library (ITIL); * Comprehensive knowledge of systems integration best practices, information security principles, identity management and provisioning, technical writing and illustrating to produce complex technical documentation and reports, deep understanding of industry standard development and project management models such as the Software Development Life Cycle (SDLC) and the Project Management Body of Knowledge (PMBOK).
* Working knowledge of scripting languages (e.
g.
, PowerShell, Python, JavaScript), endpoint management systems and modern device management (MDM) tools (e.
g.
, JAMF, SCCM, Intune, Google); * Ability to demonstrate experience with cloud platform migrations.
* Ability to evaluate business workflow and requirements for all WCPSS application related solutions to ensure compliance with technical, professional, security, and organizational standards and requirements.
* Ability to troubleshoot, diagnose, and resolve software issues in complex environments.
* Ability to effectively function within a team environment and to work independently.
* Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight.
* Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; demonstrated ability to communicate and visualize technical concepts to non-technical people to enhance understanding and drive decisions that lead to positive outcomes.
*EDUCATION, TRAINING, AND EXPERIENCE* * Bachelor’s degree from a regionally accredited college or university in computer science, engineering, business, math, or related field; *AND* * Five years of SharePoint online administration and digital transformation experience in both on-premises and cloud- based environments; *AND* * Six years of demonstrated successful project and change management in a technology setting; *AND* * Demonstrates leadership experience.
_An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.
_ *CERTIFICATION AND LICENSE REQUIREMENTS* * Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
*PREFERRED QUALIFICATIONS:* * Six-Sigma, PMP, or other project management certification.
* Experience supporting K-12 learning and teaching.
* Microsoft M365 or Power Platform Certifications like PL-900, PL-300.
* Prior experience with Azure DevOps.
* Prior experience building Azure Logic Apps.
*ESSENTIAL DUTIES AND RESPONSIBILITIES:* * Lead projects with WCPSS stakeholders, external vendors to facilitate and deliver automation solutions for the WCPSS ecosystem.
* Provides leadership, coordination, and direction between business customers and TSD development staff in developing and supporting system-level programs and participates in all phases of the software development cycle.
* Responsible for new and existing solutions and works with other development teams to ensure development conforms to performance optimization and interoperability standards and requirements.
* Provides technical leadership and strategic planning for forward-looking user experiences that align with quality objectives.
* Delivers top level systems management responsible for identifying and provisioning the proper permissions based on tasks required of the different roles.

* Manage, design and deploy SharePoint sites, libraries, lists, apps, and associated permissions to ensure optimal performance and security.
* Develops scripts and tools to configure, manage, and troubleshoot large groups of computers, users, and processes in an enterprise-scale architecture.
* Designs and automates workflows, forms and sites involving users, computer objects, groups, file shares, permissions, and rights.
* Provides tier 3 support for M365 and Google domain and connected services and identify any configuration issues or best practice gaps and develop a remediation plan.
* Ensure WCPSS cloud identities are secure and that we are following vendor best practices when implementing new modules and assesses current and proposed applications, solutions, operating environments, and products to ensure that staff and student data are protected so that they are not vulnerable to threats.
* Manages Azure based services such as Windows Admin Center, virtual machines, storage accounts, function apps, and app services.
* Monitors current and emerging technology trends and performs research and assessments for potential implementation at WCPSS.
* Continuously improves applications/solutions for the district by ensuring interoperability and data governance processes are developed and adhered to.
* Defines, designs, and assists with the implementation of systems and application architecture.
* Maintains dashboards and other information reporting tools for stakeholders and the public.
* Collaborates with subject matter experts to ensure that solutions and products are being managed efficiently and effectively, and are aligned with the district’s strategic plan, and are completed with the highest quality.
* Creates and implements change management strategies and plans that maximize employee adoption, usage, and minimizes resistance.
* Performs other related duties, as assigned.
*WORK ENVIRONMENT/PHYSICAL REQUIREMENTS* This role routinely uses standard office equipment such as computers, scanners, and copiers.
The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community.
Work is considered light physical work, requiring the exertion of up to ten pounds of force.
