The State Controller is the State’s Chief Fiscal Officer.
The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce and financial reporting systems.
The basis for the Controller’s authority is statutory.
Description of Work: The primary purpose of the ERP HR/Payroll Production Support division is to maintain and support the SAP HR/Payroll system, which is an enterprise system utilized by 38 state agencies/entities across North Carolina and pays greater than 81,000 employees on both bi-weekly and monthly cycles.
The primary purpose of the Business Intelligence Specialist position is to develop data models, analytic applications, reports and dashboard/visualizations to support the HR/Payroll Business Intelligence.
This position will function as a technical expert in all areas of development and support of the Business Intelligence platform including but not limited to planning, developing, maintaining and monitoring of Datawarehouse, the ETL processes and all related reports.
This position is responsible for all aspects of the system development life cycle including gathering statewide user requirements, data extraction, data warehouse system design/modeling, job scheduling, report creation, technical and customer-oriented documentation and overall system maintenance.
The ability to process information analytically and methodically and the flexibility to perform well in a constantly changing environment is critical.
This position works in a collaborative and consultative role with analyst, programmers, other technical peers, business specialists and other stakeholders to ensure that the final designs meet all business requirements while maintaining consistency with the structural parameters of the database and application environment.
This position completes complex projects using a diverse set of skills involving an integrated group of enterprise/statewide database and application systems.
This position researches problems and prioritizes work independently, with minimal supervision and completes high impact projects.
This position develops guidelines and procedures that are used by other BI developers to assure that the quality goals of the unit are met.
This position provides input on architectural and design options and assists management with long term strategic planning for the Business Intelligence platform.

Thorough knowledge of activating and enhancing SAP BI content including data sources in source system, data target and data flow objects in BW or other similar ETL software development activities Working knowledge of the SAP Analytics Roadmap and new technologies such as SAP HANA, SAP SAC.
Considerable knowledge of specialized/custom development methodologies, systems and applications, specifically ITIL compliant change management, Agile, Scrum, or other rapid deployment methodologies Ability to review and analyze applications and programs, and guide managers/specialists/engineers on identifying and resolving issues to make solution recommendations Thorough knowledge of specific agency functions and business needs, and changes in laws, rules and regulations affecting the business needs of the organization Skill in performing web application programming using HTML5, JavaScript, jQuery, or other similar language Considerable knowledge of tasks related to a Business Warehouse Administrator role such as monitoring nightly loads, deleting PSA and DSO change load data, BW performance management using aggregates, compression, roll up, and partitioning of Info Cubes or other related technology Ability to train and mentor others Minimum Education and Experience Requirements Some state job postings state that you can qualify by an “equivalent combination of education and experience.
