Description of Work Salary Recruitment Range: $84,878 - $117,475 Salary Grade: LG08 This position currently qualifies for a hybrid telework option with routine office and remote workday.

Primary Purpose of the Position: This is a policy making exempt position that serves at the will of the North Carolina Commissioner of Insurance .
This is professional work involved in the management of a legislative program for the North Carolina Department of Insurance.
The position serves as part of the executive leadership team planning, designing, and coordinating all legislative and/or governmental affairs.
The employee must maintain a comprehensive understanding of issues which often involve complex, controversial and sensitive issues for the DOI.
The position advises and strategizes with the executive leadership team on legislative policy formation, directs long-range initiatives, and works with the appropriate managers and interest groups to develop approaches to promote legislation and shepherd proposals through the legislative process.
Work is performed with substantial independence in maintaining relationships with constituent groups, building rapport with members of the N.
C.
General Assembly and legislative staff, and in monitoring relevant legislative matters.
Work may also include developing strategy at the federal level or analyzing other state and national trends.
Work is performed independently and is evaluated for overall program effectiveness by the Chief Deputy Commissioner.
This position will supervise professional and support staff in implementing desired programs.

Knowledge, Skills and Abilities / Competencies Considerable knowledge of two or more of the following: Federal, State and Local government operations, State and Federal employment law, legislative and rulemaking process, and State budget methods.
Considerable knowledge of management principles, techniques and practices.
Considerable knowledge of two or more of the following: State and Federal legislative process, the political process, and lobbying techniques, and public policy formulation and implementation processes.
Considerable knowledge of Administrative law, Judicial and Quasi-judicial procedures and the rules of evidence.
Experience utilizing one or more research methods.
(data analysis, reporting tools, and computer programs) Minimum Education and Experience Requirements Licensed to practice law by the North Carolina State Bar and two years of progressively responsible professional legal experience.
NOTE: GS 114-2 and 114-6 make it the duty of the Attorney General of NC to represent the State of North Carolina in all litigation unless another statute specifically states otherwise.
