Position is devoted to providing inventory and warehousing functions and professional procurement and contract administration services to the City.
Performs fully proficient procurement duties requiring independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations.
Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsible for reviewing and processing purchasing requisitions; determining appropriate purchasing procedures; preparing bid invitations; analyzing bids; recommending successful vendors and contractors; administering procurement programs such as P-card and surplus property; and preparing and reviewing contract documents.
Duties/Responsibilities
Assist with processing Purchasing Card (P-Card) transactions, card requests and account changes in the Bank of America (BOA) Works and Payment Center Systems.
Reviews Request for Proposals (RFP) and Request for Qualifications (RFQ) in conjunction with other departments by reviewing the proposals; evaluating the proposals for alignment with the proposal/qualification document; and recommending successful proposer.
Prepares bids by creating informal and formal bid documents and ensuring compliance with internal policies and State and Federal requirements.
Processes purchase requisitions by verifying vendor information, commodity codes, and other information; determining appropriate purchasing procedure to utilize for each purchase; securing competitive pricing from qualified vendors; evaluating the pricing and recommending award to the most responsive responsible bidder.
Compile bid information and prepare monthly bid report.
Other purchasing responsibilities as needed.
Reviews and processes purchase requisitions; reviews, verifies, and analyzes vendor, code, pricing, and related information; determines appropriate purchasing procedures for assigned purchases; and makes recommendations regarding bid awards.
Prepares, maintains, and/or reviews request for proposals, request for qualifications, contracts, agreements, proposals, and other documents; compiles, researches and analyzes information; develops and makes procurement recommendations; and reviews work for accuracy, completeness and compliance with policies and procedures.
Administers assigned procurement programs; establishes and maintains programs and related materials; reconciles account and payment information; and serves as a liaison between vendors and City staff responding to inquiries and resolving discrepancies.
Minimum Qualifications & Experience
Bachelor’s degree or equivalent in business administration, accounting, or a related field
One year of related experience.
