Description of Work **This is a Full Time Time-Limited position** The Policy Development Analyst II (Coordinator for Strategy and Policy) will report to the Assistant Director for Quality and Regulatory Compliance at the North Carolina State Laboratory of Public Health (NCSLPH) and serve as an advisor to all laboratory leadership.
The position will provide oversight and coordinate activities related to data requests, legal and public records inquiries, responses to regulatory audits, and strategic planning.
? Duties will require collaboration with Agency and Division privacy, legal, and human resources staff as well as external partners.
This position will draft policies and procedures and work to improve workflow processes and assure compliance for the NCSLPH.
The NCSLPH provides a multifaceted array of services including Laboratory Testing, Training/Consultation, and Certification.
The NCSLPH performs more than 200 clinical and environmental laboratory tests for the public and private medical health care system in North Carolina.
As such, the NCSLPH must comply with a variety of complex regulations and is subject to oversight from the Centers for Medicare & Medicaid Services/Clinical Laboratory Improvement Amendments (CLIA), Health Insurance Portability and Accountability Act of 1996 (HIPAA), Environmental Protection Agency (EPA), Food and Drug Administration (FDA), Drug Enforcement Administration (DEA), United States Department of Agriculture (USDA), United States Department of Transportation (DOT), and assorted North Carolina State agencies.
Laboratories like NCSLPH are continually challenged by the dynamic nature of these regulations, laws, funding, and policy decisions at the local, state, and federal levels; therefore, this senior leadership position will provide direct oversight and strategic planning in this quality and compliance discipline to support the overall mission of the agency and leadership of the institution.

The North Carolina State Laboratory of Public Health (NCSLPH) provides an array of services including Laboratory Testing, Training/Consultation and Certification.
The NCSLPH provides more than 125 clinical laboratory tests and more than 65 environmental laboratory tests to the public and private medical health care system in North Carolina and performs over 6 million tests annually on human, animal, food, water, and agricultural samples.
Additionally, NCSLPH provides training and consultation for local health departments, hospitals, commercial laboratories, private health care professionals, community-based organizations and state and regional staff from the NC Division of Public Health (DPH) and other state and regional agencies.

Ability to analyze, interpret, and assess the impact of regulations, procedures, and legislative proposals.
Ability to exercise judgement and discretion in establishing, applying, and interpreting policies and procedures.
Ability to identify, recognize and resolve problems that are unprecedented and have moderate impact.
Ability to work with diverse groups of people as a liaison.
Excellent verbal and written communication skills, including active listening, emotional intelligence.
Physical Requirements: Ability to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, repetitive motion, smelling consistent with ADA standards for these requirements.
Ability to perform Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer terminal; extensive reading; visual inspections involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

Master's degree related to the program assigned from an appropriately accredited institution; OR Bachelor's degree from an appropriately accredited institution and two years of experience in policy implementation; OR an equivalent combination of education and experience.
