*Position Summary:* Legal Aid seeks a full-time Helpline Attorney to work in the Central Intake Unit in Raleigh, which handles statewide intake of applications for civil legal assistance and provides free assistance to qualified applicants.
The selected applicant will interview and advise Legal Aid clients in civil legal matters.
In addition to case work at the Helpline, this position will involve work within the Healthy Opportunities Pilot (“HOP”) Program.
The HOP Program is the nation’s first comprehensive program to test and evaluate the impact of providing select evidence-based, non-medical interventions related to housing, food, transportation, interpersonal safety, and toxic stress to high-needs Medicaid enrollees.
Currently, the HOP Program operates in 33 primarily rural counties and Legal Aid has contracts to provide legal assistance to help HOP participants in each of those counties to secure and/or maintain healthy and safe housing and to mitigate or eliminate exposure to interpersonal violence or toxic stress.
As a member of the HOP Team, the Staff Attorney will work to deliver high-quality legal assistance to Medicaid Managed Care enrollees who are eligible for HOP services.
This position does not involve litigation.
*Job Description*: The primary responsibility of a Helpline attorney is to interview clients, assess the merits of their claims, and determine the level of service LANC can provide.
Helpline attorneys review the eligibility information gathered by the intake specialist, elicit necessary facts to evaluate the legal issues, and determine the level of services that LANC can provide.
The Helpline attorney will provide advice, including written materials and referrals to community or government resources.
The Helpline attorney may also provide brief services on behalf of clients.
Cases in which extended services are necessary are referred to the local Legal Aid program.
Helpline attorneys must develop expertise in all of LANC’s areas of practice and have excellent interviewing skills.
HOP-funded case work will require a knowledge of housing law and domestic violence and family law.
Helpline attorneys should be able to communicate with clarity both verbally and in writing.
The attorney must be able to reduce complex legal terms to simple terms.
The Helpline attorney must record all information obtained during the interview and assess a case in the Legal File Management Program LANC uses.
The attorneys must acquire knowledge of LANC policies and LSC requirements and comply with all requirements for the management of cases.
Clients must be interviewed promptly.
The volume of cases assigned to each Helpline attorney is significant.
The Helpline attorney must be organized, demonstrate the ability to handle numerous cases, and prioritize to avoid delays.
