Position will serve as the Manager/Division Agent of the Division 5 Right of Way Office.
This office is responsible for carrying out all right of way acquisition functions within Division 5.
This includes the responsibility of certifying all right of way acquisitions for letting of transportation projects including secondary road acquisitions and additions to the state maintenance system.
The Division R/W Agent must be fully informed as to departmental policies and procedures that apply to the day to day duties and the training of employees.
The Division R/W Agent is responsible for the supervision of the Real Property Agents, Real Property Agent Trainees, Administrative Specialist, and temporary personnel assigned to the Division 5 Right of Way Office.
This position reports directly to the Deputy Division Engineer.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Thorough knowledge of FHWA, NCDOT, and Right of Way Branch Policies including Uniform Relocation Act
Experience in processing complex right of way negotiations including commercial and residential properties
Computer skills of various NCDOT software programs including but not limited to Microsoft Office, Outlook, SAP, and FTS
Demonstrated ability to interpret highway right of way and construction plans and effectively communicate their meaning to the other NCDOT agencies and the general public
Experience in managing right of way consultants used for assistance in right of way acquisition
Additional Expectations:
Thorough understanding of requirements of the Uniform Act and an understanding of all phases and steps in the Right of Way negotiating/procurement process.
Employee will provide assistance in right of way acquisition and the administration of LSA contracts including, but not limited to, onboarding, progress/status monitoring and invoice processing.
Employee must have communication skills necessary to explain/discuss these policies and procedures with others in the Right of Way Unit, Division and the general public.
Employee must be able to interpret and explain transportation project right of way and construction plans.
Minimum Education and Experience Requirements

Bachelor’s degree in Business, Economics, Real Estate or related field (i.
e.
, Civil or Structural Engineering, Architecture) from an appropriately accredited institution and four years of experience in right of way or real estate appraisal work, including three years of right of way work; or High school or General Educational Development (GED) diploma and eight years of experience in right of way or real estate appraisal work, including three years in right of way work; or an equivalent combination of education and experience.
