Take the next step and see what RDU is all about! The Procurement and Contract Specialist I Develops and manages solicitation engagements, draft contracts, and related documents as required for the Authority’s bidding and acquisition needs.
Oversee departments in evaluating informal and formal solicitations and ensure compliance with federal and state laws and regulations and the Authority’s policies and procedures.
ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.
Employees may be requested to perform job-related tasks other than those specifically presented in this description.
Develops and prepares specifications, drafts, manages contracts, and conducts negotiations.
Assist departments in the development and evaluation of solicitations, Apply business and procurement techniques to streamline processes and improve operations.
Research alternative sources of goods and services that may be available in the business market.
Establish strong working relationships with customers and internal project teams.
Review requisition requests from Authority staff and approve the creation of purchase orders.
Responsibly manage the use of a procurement card for Authority spending needs Think creatively and strategically; prioritize tasks, take initiative, be detail-oriented, and maintain a professional attitude.
Performs additional related work as required.
Hiring Range: Minimum $53,481.
03 Maximum - Commensurate with experience QUALIFICATIONS Education: Required: Associate degree in Business, Supply Chain, or related discipline or equivalent related work experience Preferred: Bachelor’s degree in Business, Supply Chain, or related discipline Experience: Required: 1 year of relevant work experience or related college-level internship experience focused on procurement, purchasing, supply chain, or another related field.
Preferred: 2 years of relevant work experience in procurement, purchasing, or another related field.
Licenses or Certifications: Preferred: North Carolina Association of Governmental Purchasing (NCAGP)- Certified Local Government Procurement Officer (CLGPO) National Institute for Public Procurement (NIGP) – Certified Purchasing Professional (CPP) Universal Public Procurement Certification Council (UPPCC)– Certified Public Procurement Officer (CPPO)/Certified Professional Public Buyer (CPPB) COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES Knowledge of: Procurement, including best practice procurement concepts.
Managing processes to complete tasks or deliverables.
Strategic thinking.
Requests for Proposals, Requests for Qualifications, Invitation for Bids, and Requests for Quotes for goods and services.
Microsoft Office Suite and/or comparable applications (such as MS Teams, Office, Excel, and Word), English grammar, spelling, and punctuation.
Oracle ERP system or similar ERP technology.
Skill in: Analysis and problem solving.
Organization and time management: Assigning, prioritizing, monitoring, and reviewing work assignments.
Critical thinking.
Interpretation, understanding, and drafting of contract terms and conditions.
Teamwork and interpersonal skills.
Interpersonal skills necessary to develop and maintain effective and appropriate working relationships throughout the Authority.
Performing a variety of duties, often changing from one task to another of a different nature.
Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios.
Ability to: Work through multiple tasks simultaneously, manage time efficiently, and work with minimal supervision.
Apply sound business judgment and strategic guidance to management in a deadline-oriented environment.
Accurately organize and maintain paper documents and electronic files.
Lead, supervise, and coordinate the programs and activities of the procurement and contract specialists.
Maintain the confidentiality of information and professional boundaries.
Read, write, understand, and speak English fluently.
Work effectively in a teamwork environment.
Handle difficult situations with tact and diplomacy.
