The SCO I may be required to work alternate hours depending on work load at the Complaint Desk (e.

if receive a call late in the work day that needs to be addressed or if the SCO is working on inspections with other staff members.
Primary Purpose of the Organizational Unit: The Division of Occupational Safety and Health of the Department of Labor is the lead agency with the responsibility of fostering safe and healthy workplaces for employees and migrant workers in North Carolina.
This occurs by educating, developing, and enforcing compliance with safety, health, and agriculture laws, rules, regulations, and standards.
These standards cover the spectrum of injury data, training records, technical specifications (e.
g.
engineering specifications for bench grinders or chemical industry processes), health risk exposures (e.
g.
measuring asbestos exposure, measuring noise exposure, or measuring chemical exposures for carcinogens), life safety codes (e.
g.
emergency management plans or evacuation routes from within workplaces), and migrant housing.
The work of the compliance unit conducting compliance inspections to identify safety and health hazards in the workplace, answering interpretive questions, and assisting with training thousands of North Carolina citizens.
The unit investigates and analyzes fatalities and significant occupational accidents and develops preventative engineering controls, administrative methods, procedures and programs.
Public and private sector work environments are evaluated, including work methods; production processes and facilities are evaluated for factors affecting actual or potential employee injuries and illnesses.
The unit determines the amount of monetary penalty appropriate under statutory guidelines and issues notices of proposed penalties to employers.
The unit determines appropriate final disposition of cases via litigation or settlement.
Successful execution of these mandates results in saving lives, preventing disabling injuries, reducing exposures that lead to cancer and illnesses like asbestos, reducing worker compensation costs for millions of North Carolina employers, employees, and their families.
Primary Purpose of the Position: This position reports directly to the Staff Industrial Hygienist/Complaint Desk Supervisor and is responsible for the intake, analysis and dissemination of complaints, referrals and fatality/accident notifications regarding occupational safety and health hazards.
Other additional duties include reviewing medical examiner and autopsy reports; updating and maintaining complaint logs; and training compliance officers on Complaint Desk operations, policies and procedures.
Additional responsibilities include inspecting a variety of business establishments to identify workplace hazards and potential hazards, performing safety and health program assessments, evaluation of employers’ hazard abatements, documentation of reports and investigations of fatalities, accidents and complaints as required by law.
In the performance of these duties, the SCO I provides technical and regulatory assistance directly to employers in regards to interpretation of Federal and State law, as well as measures to ensure that places of employment fully meet their responsibilities as employers under the Occupational Safety and Health Act of 1970.
The geographical scope of responsibility for this position is all facilities, work sites, and operations within the State.

The supervision required is minimal.
Description of Work: (85%) Intake of Complaints, accidents and referrals - Complete forms accurately to insure all information relating to the workplace hazards or incident is recorded on the appropriate forms.
- Submit completed forms to the appropriate supervisor/Complaint group - Enter non-valid complaints on unprocessed log or in OSHA Express - Respond to inquiries from the NCDOL Employment Discrimination Bureau and OSH supervisor and management (10%) Training - Participate in training of compliance officers on Complaint Desk activity (receiving telephone calls, emails, faxes, and letters) and communicating with complainants and employers.
Showing compliance officers the intake process and how to enter the applicable forms in system.
When feasible, assist with training during the OSHNC 100 class for Chapter IX.
- Attend all required training courses - Accompany released compliance officers on inspections (5%) Additional Duties as Assigned - Special projects and additional duties will be assigned as needed.
Valid driver's license is required.
No more than a 50-mile commute to the Raleigh OSHA Field Office is required.
EXAMPLE OF DUTIES The SCO will be expected to have or develop an understanding of industrial engineering concepts, and the knowledge and ability to decisively and consistently apply the OSHNC standards.
The SCO must be physically, mentally and emotionally capable of conducting independent inspections.
The SCO must be capable of producing legally defensible reports using excellent documentation and writing skills.
The SCO must be proficient in keyboarding using word processing programs.
The SCO will have excellent verbal communication skills.
Duties include speaking with complainants, employers, state and local agencies (including law enforcement) and NCDOL personnel.
Valid driver's license is required.

The laws and programs the Department administers affect every worker in the state.
The Department is organized into three primary divisions which carry out the Department's principle regulatory, enforcement and promotional programs, and the administrative operations.
The three primary divisions have divisions, bureaus and offices under each, which carry out the specific and specialized portions of the NCDOL mission.
