Description of Work
The mission of the Department of Public Instruction:
The State Board of Education has the constitutional authority to lead and uphold the system of public education in North Carolina.
The North Carolina Department of Public Instruction is seeking applicants for an Education Program Administrator I (Consultant for Dispute Resolution) for our Policy, Monitoring, and Audit Section within the Office of Exceptional Children.
This section is responsible for providing leadership to the state agency, local education agencies, charter schools, state-operated programs, community residential centers, and private schools in the areas of federal and state laws and regulations regarding the Individuals with Disabilities Education Improvement Act (IDEA); policy interpretation, procedural safeguards, child counts, and State Board of Education procedures for the administration of special education programs for students with disabilities.
This position is responsible for investigating formal written complaints; coordinating facilitation, mediation and due process hearings with the Office of Administrative Hearings (OAH); ensuring state-wide compliance with Federal Regulations, State statutes and policies on an individual and systemic basis; providing information and legal analysis to all informal inquiries; and reporting dispute resolution data and analysis of data to the Legislature, State Board of Education, the Council on Educational Services for Exceptional Children, and the Office of Special Education Programs (OSEP).
To ensure compliance with IDEA, State statutes and policies this position provides training and technical assistance to Local Education Agencies (LEAs), State Operated Programs, parents, and organizations.
This position is subject to approximately 25% travel.
This position may offer remote opportunity.

Master's degree in education, school administration, business administration, or public administration from an appropriately accredited institution and four years of responsible administrative experience in an education environment at the local, state, or federal level; or an equivalent combination of education and experience.
