JOB ***Recruitment Range: $65,000 – $80,000 Annually***OVERVIEW – LEGISLATIVE ANALYSIS DIVISION OF THE NORTH CAROLINA GENERAL ASSEMBLY; STAFF ATTORNEY POSITIONThe Legislative Analysis Division (LAD) is a legal research and analysis division of the nonpartisan Central Staff of the North Carolina General Assembly.
It provides services to legislative committees and all 170 legislators regardless of chamber or political party.
LAD Staff Attorneys assist standing policy committees that review bills under consideration by the General Assembly.
Committee staffing includes analyzing bills, producing summaries of bills, drafting amendments, answering questions related to bills before the committee, and advising members regarding the operation of the committees.
LAD Staff Attorneys also assist oversight committees; provide legal, policy, and general information to legislators and legislative committees; and draft bills on a limited basis.
The General Assembly offers (i) competitive State salaries with opportunities for incremental promotions and raises, as well as longevity pay after 60 months of State service with the General Assembly, (ii) remote work opportunities when the legislature is not in session, (iii) paid parental leave, (iv) pay for professional licenses necessary for employment at the General Assembly, (v) professional development with organizations such as the National Conference of State Legislatures, and (vi) the opportunity to work with legislators and stakeholders from all political parties and across State and local government while gaining firsthand knowledge of the legislative process.
DESCRIPTION OF WORKThe individual hired for this position will perform the general duties of an LAD Staff Attorney as outlined in the overview and duties.
This individual will also develop a specialized base of knowledge in local government law, among other areas.
EXAMPLES OF DUTIES: Staffs standing committees: assists with development of agendas; analyzes and summarizes legislation; drafts legislation, including proposed committee substitutes and amendments; answers questions related to legislation considered by committees; assists with answering questions on parliamentary procedure related to the conduct of standing committee business.
Staffs interim committees: assists with development of agendas and identification of speakers; assists with meeting arrangements; prepares background materials; assists with drafting of committee reports and legislative proposals; assists with answering questions on parliamentary procedure related to the conduct of interim committee business.
Conducts legal and general research to respond to information and constituent requests from legislators.
Makes presentations on current law and proposed legislation.
Meets one-on-one with legislators to discuss issues and answer questions.
Meets with interest groups and government agencies on behalf of committees and individual legislators.
Submits work product to colleagues for feedback and review.
Develops work priorities and assignments at the request of or in consultation with senior staff.
Maintains confidentiality at all times.
Performs other duties as assigned.
EXAMPLE OF DUTIES An applicant for the Staff Attorney position should be able to: Analyze and interpret legislation, constitutional provisions, statutes, administrative rules and regulations, and caselaw.
Present information clearly and concisely, both verbally and in writing, and be comfortable with public speaking.
Perform legal, policy, and general research.
Develop practical knowledge of federal, State, and local government organization and functions.
Develop practical knowledge of the legislative process.
Develop a specialized base of knowledge in one or more assigned areas.
Function as a conscientious employee with a strong work ethic and attention to work product and process details.
Work collegially and cooperatively with members of the Division and other Central Staff, legislators, political staff, and the public.
Work objectively and impartially with members of all political parties on all policy issues.
Maintain composure under pressure, particularly under adverse conditions and time pressures, exercise good judgement, and demonstrate strong interpersonal skills.
Demonstrate flexibility and adaptability, including willingness to learn other subject areas to meet the Division’s staffing needs.
Work extended schedules to meet the needs of the General Assembly.

Applicants are encouraged to submit a writing sample that demonstrates their skills in legal analysis and writing and to not submit a writing sample that consists of significant legal boilerplate or legal form language.
