Job Order Hourly Rate of Pay: $25.

The primary purpose of the paralegal position is to provide legal support to the North Carolina Department of Information Technology’s Data Division, and its associated agencies; Government Data Analytics Center (“GDAC”), Graphic Information System Services (“GIS”), Center for Geographic Information and Analysis (“CGIA”) and Health Information Exchange Authority (“NC HIEA”).
The paralegal must be able to act independently with minimal supervision in carrying out the responsibilities of this position.
Specific job duties include, but are not limited, to: • Draft, edit, review and finalize legal documents, correspondences and other documents, including but not limited to data use agreements, memoranda of agreements, memoranda of understanding and vendor contracts;• Create and maintain recordkeeping systems for contracts, records and files;• Assists with the development and implementation of standard operating procedures;• Track compliance with contractual agreements;• Conduct legal research;• Attend board meetings and prepare any legal meeting materials under review/supervision of attorneys and executive directors;• Track and assist attorneys with providing legal updates;• Assists with administrative and project related tasks as needed, including scheduling meetings, data entry and follow-ups on legal matters;• Provides additional support to the legal, executive team and other departments as required; and• Any other duties as assigned EXAMPLE OF DUTIES NOTE: Qualified applicants must meet and CLEARLY reflect on their application training and experience and all knowledge, skills, abilities, and any experience or competencies specified in the posting and/or supplemental question(s) to be considered.

Basic knowledge of case, statutory, and common law.
Basic knowledge of judicial and quasi-judicial procedures and the rules of evidence.
Ability to perform legal research in accordance with preliminary instructions as to methods or approach, source material available, and policy and precedent of the office.
Ability to summarize facts and evidence, and prepare legal instruments.
Ability to communicate clearly and logically in oral and written form.
Ability to utilize technology in research and writing assignments.
Ability to create spreadsheets to capture and analyze data.
Ability to maintain effective working relationships with persons contacted in the course of work.
