The North Carolina Department of Administration (NCDOA) Division of Purchase & Contract is seeking a motivated, enthusiastic, and skilled team member responsible for independently conducting compliance reviews as directed by the Risk/Compliance Manager.
This position ensures state agencies, community colleges, universities, and other entities as appropriate, comply with statutory requirements and internal procedures.
Key Responsibilities: On-site review and analysis of procurement records Preparation of compliance review reports Presentation of report results to agency management Recommendations regarding the degree of agency delegation of purchasing authority Modification to the compliance review process.
Collaborating with procurement professionals at all levels on emerging procurement issues that directly impact the Division, its customers and vendors Assisting with development and independently delivering formal training to Agency procurement professionals Division/ Department Overview The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public.
The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved.
The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Thorough knowledge of procurement and large-scale purchasing procedures and regulations of the State of North Carolina Experience analyzing large data sets and drawing appropriate conclusions.
Experienced with Microsoft Excel, Access, PowerPoint, Word, and PowerBI Experience in the use and functionality of procurement software.
Process analysis and teaming skills to improve or develop processes and procedures based upon changes in laws, rules, operational changes, or industry best practices.
MANAGEMENT PREFERENCE: Four years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation and negotiation of contracts.
NECESSARY REQUIREMENTS: Completion of the North Carolina Contract Management Certification Program within one year of hire into the position Well-developed interpersonal, communication, organizational and computer skills.
Ability to establish and maintain effective working relations with internal and external stakeholders.
Ability to handle assignments that are complex in nature using a methodical and logical approach.
Problem-solving skills to interpret compliance and communication skills to prepare written findings and to report findings to management.

Bachelor's degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.
