Jones Street Raleigh, NC 27601 Click here to learn about employee perks and benefitsPrimary Purpose of Position: Position provides legal and administrative support for DNCR's Legal Office and the Chief Deputy Secretary.
This position manages the workflow of legal issues across the Department that are referred to the General Counsel’s office, interfaces with internal and external attorneys and staff, research legal issues, drafts legal documents, assists with litigation, and assists with executive assistant responsibilities for the Chief Deputy Secretary.
This position is deemed eligible for hybrid telework under DNCR’s Telework Policy.
Key Responsibilities: Manages filing systems and procedures for matters assigned to DNCR legal staff and develops an efficient flow of information.
Liaison between internal attorneys, departmental staff, and external parties.
Assists attorneys and conducts independent legal research.
Assists attorneys and staff with editing, drafting legal documents including briefs, filings, settlements, memoranda, grants, contracts and other various agreements.
Conducts cite checks for legal documents, and reviews of requested public records or discovery documents for confidential information.
Assists attorneys with litigation support.
Assists Chief Deputy Secretary with scheduling and other executive assistant responsibilities.
The Office of General Counsel handles all legal-related issues in the Department, including administering and overseeing litigation, counseling on various legal, personnel and administrative issues, land acquisitions, advising on rulemaking, policymaking and legislative activities, advising on compliance with the State Government Ethics Act and other ethics laws, and reviewing and fulfilling public records requests.

Qualified candidates must have or be able to: Demonstrated knowledge of case, statutory, and common law.
Demonstrated knowledge of judicial and quasi-judicial procedures and the rules of evidence.
Demonstrated ability to perform legal research in accordance with preliminary instructions as to methods or approach, source material available, and policy and precedent of the office.
Demonstrated ability to summarize facts and evidence and prepare legal instruments.
Demonstrated ability to create spreadsheets to capture and analyze data.

Management Preferences: Experience as a paralegal representing state agencies.
Experience as a paralegal regarding administrative law.
Demonstrated ability to communicate clearly and logically in oral and written form.
Demonstrated ability to utilize technology in research and writing assignments.
Ability to maintain effective working relationships with persons contacted in the course of work.
