This position is located in the Environmental Division of the North Carolina Department of Justice.
The Environmental Division provides legal representation to the Department of Environmental Quality (DEQ), its component divisions, and the various commissions to which DEQ provides staff support.
The position reports to the supervisor of the Air, Water & Natural Resources Section within the Environmental Division, and receives direction from Section attorney(s) assigned to a particular case.
THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $53,585 to $59,365.
Salary offers for the selected candidate are based on the candidate's education and experience related to the position, as well as our agency budget and equity.
This position offers an option for the right candidate to telework multiple days each week.
KEY RESPONSIBILITIES: • Provides paralegal support to the Section’s attorneys in litigation and non-litigation matters.
• Performs legal and non-legal research, drafting and reviewing legal documents and correspondence, coordinating filings with various courts and communicating with clerks’ offices.
• Writes clear, concise, organized, and persuasive legal documents, letters, and memoranda for attorney review.
• Assists attorneys in compliance with legal citation, document formatting, rules of court, and organization of case materials.
• Assists attorneys in responding accurately and thoroughly to inquiries from the public, following relevant office procedures.
• Develops and initiates filing systems and procedures for major cases or for cases in area of law assigned, which address the specific needs of the cases or areas of law and which accommodate the large volume of paperwork.
Note to Current State Employees: The salary grade for this position is LG04.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.

Knowledge, Skills and Abilities / Competencies Ability to communicate clearly and logically in oral and written form.
Ability to maintain effective working relationships with persons contacted in the course of work.
Ability to develop and maintain working knowledge of judicial and quasi-judicial procedures and the rules of evidence.
Ability to develop and maintain general knowledge of the program area or legal specialty to which the employee will be assigned.
Ability to perform legal research in accordance with preliminary instructions as to methods or approach, source material available, and policy and precedent of the office.
Ability to summarize facts and evidence, and prepare legal instruments.

Graduation from an appropriately accredited institution for paralegal training and two years of experience as a paralegal; or Bachelor's degree from an appropriately accredited institution and two years of substantive paralegal experience; or High school or General Education Development (GED) diploma and six years of paralegal experience performing delegated, substantive legal work; or an equivalent combination of education and experience.
