ANTICIPATED VACANCY This is a full-time position (40 hours per week) with State Benefits Monday - Friday 8 AM - PM.
This position qualifies for teleworking on a part-time basis as part of a State Teleworking Pilot Program.
Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.
This position is assigned to several counties and work primarily in the field.
Frequent travel to counties Edgecombe, Franklin, Halifax, Johnston, Nash, Northampton, Vance, Wake, Warren and Wilson.
Note to Current State Employees: The Salary Grade for this position is GN08.
State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position.
If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.
Based upon these factors, a pay increase or decrease MAY result.
About the ABC Commission: The Alcoholic Beverage Control Act approved by the General Assembly of 1937 provided for the establishment of a State Board of Control consisting of a Chairman and two associate members appointed by the Governor.
The State Board of Control is today known as the North Carolina Alcoholic Beverage Control Commission (ABC Commission) and has all the powers and authority contained in the General Statutes 18B-203.
The overall objective of the Commission is to provide uniform control over the sale, purchase, transportation, manufacture, advertising, consumption and possession of alcoholic beverages in the State.
In addition to administering and regulating the laws established by the General Assembly, the Commission has the authority to adopt, amend, and repeal rules to carry out its objective.
Examples of duties include: Issuance of all alcohol permits for commercial and retail activity.
Prosecution and imposing of sanctions against permit holders that violate the ABC laws and the Commission rules.
Approval of all alcoholic beverages products that are sold in the state.
Oversight authority over county and municipal ABC Boards in the state.
The ABC Commission is a self-supported agency with a special operating fund that was created in 1982 for the purpose of carrying out its mission.
The Commission supports the State’s General Fund with deposits from collected fees and excise taxes.
About the position: This position performs application investigations on a regular basis to assure permittee conformity with the ABC Laws, Rules and Regulations regarding the serving and sale of alcoholic beverages in the State of North Carolina.
Work is primarily concerned with determining compliance for ABC permits by conducting all application investigations for retail and commercial permits.
Position sets up reporting status and monitors financial and inventory reports for submission/ completion.
All Mixed Beverage locations and many malt beverage locations issued ABC permits must meet requirements outlined in the general provisions regulating qualifications.
There are many different types of mixed beverages permits, each with their own specific requirements.
The Division also must set up and monitor many malt beverage, unfortified wine and fortified wine permittees for qualification as North Carolina is a local option state.
There are categories of permits issued to locations that do not possess mixed beverage permits but must still qualify as HMR, sports clubs, community theaters, convention centers and tourism establishments.
Staff must know what type of sale is allowed within each town and county in the Investigative District being worked.
The position reviews financial and inventory reports for completion.
If it has been determined that a location has failed to submit required reports, the position may begin further action including written warnings and violations through coordination with the Audit/ Investigations Director or Assistant Director for appropriate resolution including possible legal proceedings.
If non-compliance or irregularities are observed when reviewing reports, the position flags the financial and inventory report for Audit staff.
Work involves travel throughout the state, visiting each location initially, conducting the application investigation and explaining the regulations, the financial reporting requirements and how to appropriately record transactions.
Other visits may be necessary due to problems, delinquencies, or complaints.
The position meets with permit applicants, owners or their representatives, law enforcement staff and local ABC Boards.
Knowledge, Skills and Abilities / Competencies To qualify for this position, applicants must document on the application that they possess ALL of the following: Working knowledge of analyzing documentation for accuracy and making appropriate determinations of compliance for approval of the requested actions.
Working knowledge in the use of office technology (ex.
computers, Microsoft Office Suite).
Working knowledge of the ABC Commission rules, regulations, and statutes related to retail permitting.
Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.
” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.

Bachelor's degree from an appropriately accredited institution and one (1) year of experience in inspection, regulatory, programmatic, or administrative work or an equivalent combination of education and experience.
Necessary Special Qualifications Must possess a valid North Carolina driver s license.
